Job Summary:
We are seeking an experienced IT Project/Program Manager to lead large-scale, complex IT initiatives within a public sector environment. The role involves managing end-to-end program execution, stakeholder engagement, vendor coordination, and governance for enterprise-level IT implementations, including system modernization and legacy transformation projects.
The Program Manager will work closely with executive leadership, business stakeholders, technical teams, and vendors to define strategy, develop roadmaps, and ensure successful delivery of program objectives aligned with organizational goals and compliance standards.
Key Responsibilities:
- Lead and manage multiple complex IT projects under a single program
- Develop and maintain program roadmaps aligned with business priorities
- Collaborate with stakeholders to define business cases, cost-benefit analysis, and strategic initiatives
- Oversee vendor onboarding, coordination, and performance management
- Establish program governance frameworks and ensure adherence to standards and compliance requirements
- Manage program budgets, resource allocation, risks, issues, and dependencies across projects
- Monitor and report program progress, status, risks, and performance metrics to executive leadership
- Coordinate with cross-functional teams to ensure alignment across business and IT functions
- Ensure delivery of projects within scope, schedule, budget, and quality parameters
- Facilitate approvals, documentation, and reporting through enterprise systems
- Drive communication across all levels including executives and technical teams
- 5 years of program management experience handling multiple large, complex IT projects
- Strong experience in developing portfolio roadmaps and strategic planning (7 years preferred)
- Proven experience in business case development, cost-benefit analysis, and prioritization
- Strong background in risk, cost, schedule, quality, and stakeholder management (7 years preferred)
- Excellent communication, leadership, facilitation, and presentation skills
- Experience with project management tools such as Microsoft Project
- Strong proficiency in MS Office Suite
- Demonstrated ability to manage cross-functional teams and multiple stakeholders
- PMP or PgMP certification (preferred)
- Agile certification (PMI-ACP) preferred
- Experience in public sector or government IT environments
- Experience with statewide or large-scale enterprise IT implementations
- Background in legacy system replacement and data migration projects
- Experience working with distributed, cross-functional teams in complex environments
