Schedule:
This is a Monday–Friday position with a standard schedule of 8:00 AM–4:00 PM. Flexibility may be required based on program needs, including occasional on-call responsibilities for emergencies.
JOB DESCRIPTION:
Under the general supervision of the Shelter Manager (SM), the Assistant Shelter Manager (ASM) will have responsibility for the Adult / Family Shelters. The ASM will manage the fast-paced day to day activities of the Adult/Family Shelter which involves creating and managing program content and initiatives; responding to the needs of individuals or families who are residing in HONOR’s Shelters. Regular interaction with HONOR Management is expected to provide program updates and report on the state of the program. The ASM will work with coworkers, supervisor, and staff from other departments to solve problems and to improve processes and services.
S/he must have full working knowledge of all Adult/Family Shelter, Call Center and Outreach policy and procedures as well as the NYS OTDA and Department of Social Service regulations and ensures all Shelter operational programs are in compliance. This position is responsible for being on-call 24 hours a day, 7 days a week to provide leadership, supervision, and direct support to the Shelter Team. The ASM will support, implement, and promote the Agency’s Vision, Mission and Credo. Must be flexible with schedule to meet the needs of the program / regulatory requirements and the clients which will include some evenings and weekends.
QUALIFICATIONS FOR THE POSITION:
- Bachelor’s Degree with three years’ experience in Human Service Field with at least one-year supervisory experience.
- Must have and maintain a valid NYS driver’s license.
- Ability to function independently and have flexibility, personal integrity, and the ability to work with residents, staff, and support agencies.
- Ability to effectively present information and respond to questions from groups of clients, other Agencies, and the public.
- Ability to relate to and work with ill, disabled, elderly, emotionally upset and at times hostile people within the facility.
- Strength in hiring, recruiting, managing, developing, and coaching a strong team of staff.
- Ability to use MS Word, Excel, and Electronic Health Record's.
- Must be able to walk up several flights of stairs and occasionally lift and/or move up to 50 pounds.
Job Duties and Responsibilities:
- Provide direct supervision of shelter staff, including hiring, training, scheduling, performance management, and addressing employee concerns in accordance with agency policy and applicable laws.
- Develop and manage shelter staffing schedules, cover gaps as needed, and conduct staff meetings and required in-service trainings.
- Ensure staff compliance with all mandatory trainings, policies, procedures, and regulatory requirements.
- Maintain safety, cleanliness, and overall operations of the shelter, including regular unit inspections, environmental rounds, and addressing safety concerns.
- Coordinate admissions and discharges, serve as liaison with referring agencies, and ensure all required documentation is completed accurately and timely.
- Review, investigate, and resolve incident reports, grievances, and OTDA Serious Incident reports in collaboration with the Shelter Manager.
- Maintain accurate program documentation, including bed books, shift reports, fire drills, logs, rosters, vacancy reports, and other required records.
- Prepare for and support regulatory inspections, implement corrective actions, and maintain compliance with OTDA and DSS regulations.
- Track and report program data such as admissions, discharges, and occupancy to meet contract and financial requirements.
- Coordinate billing documentation with the Fiscal Office and manage shelter petty cash.
- Develop program content and oversee resident activities, including conducting resident orientations and community meetings.
- Support surge capacity and Code Blue placements as needed.
- Build and maintain positive working relationships with DSS, HRC, DMH, hospitals, emergency services, and community partners.
- Attend meetings and submit reports to Shelter Manager and senior leadership as assigned.
- Provide on-call leadership and support to the shelter team as required.
