Section 8 Housing Quality Standards Inspector

Position Summary

Under general supervision, performs inspections of rental units participating in the Housing Choice Voucher program to determine compliance with Hud’s NSPIRE standards, Housing Authority policies, and applicable local housing codes. Prepares inspection reports, documents deficiencies, and communicates required corrective actions to owners and participants.

Essential Duties and Responsibilities.

*Conduct initial, annual, special, compliant, and reinspection’s of assisted units.

*Determine compliance with HUD NSPIRE standards and Housing Authority requirements.

*Inspect units for health and safety deficiencies.

*Verify that repairs have been completed within required time frames.

Documentation

  • Complete detailed inspection reports accurately and timely.
  • Document deficiencies with photographs and written narratives
  • Maintain inspection records and files in accordance with agency procedures.
  • Enter inspection results into agency software systems (linsey Program)

Owner and Participant Communication

  • Explain inspection findings to property owners, managers, and participants.
  • Provide guidance regarding required repairs and compliance deadlines.
  • Respond to inspection -related inquiries and complaints professionally.

Program Compliance

  • Ensure compliance with Hud regulations and agency policies.
  • Recommend approval or disapproval of units for HCV participation.
  • Identify potential fraud, health and safety concerns, and program violations.
  • Coordinate with HCV Specialists regarding participate and owner compliance issues.

Administrative Duties

  • Schedule inspections and reinspection’s
  • Maintain daily inspection logs

And workload reports

  • Attend Hud and agency required training
  • Participate in quality assurance reviews and audits.

Minimum Qualifications

  • High schools’ diploma or Ged required, NSPIRE CERTIFIED PREFERRED.
  • Experience in building inspections, construction, maintenance, housing programs, or code enforcement preferred.
  • Knowledge of HUD NSPIRE standards and Housing Choice Voucher regulations preferred.
  • Valid driver’s license and ability to travel throughout the service area.
  • Ability to use computers, tablets, and inspection software

Knowledge, Skills, and Abilities

  • Knowledge of building systems, electrical, plumbing, heating, and structural components.
  • Ability to interpret HUD regulations and inspection standards
  • Strong written and verbal communication skills
  • Ability to maintain accurate records and reports.
  • Ability to exercise sound judgement and attention to detail.
  • Ability to deal professionally with landlords, tenants, and the public.

  • Maintains productivity goals and inspection schedules
  • Produces thorough and defensible inspection documentation
  • Demonstrates professionalism and customer service while maintaining program integrity.
  • Identifies health and safety deficiencies that could impact voucher families.

Pay: From $22.00 per hour
