General Function: The Emergency Manager is responsible for the strategic development, coordination, and execution of a citywide emergency management program designed to ensure optimal preparedness, effective response, and swift recovery from natural and human-made disasters. This role is vital to enhancing the City’s resilience by fostering interagency collaboration, developing robust preparedness strategies, and ensuring the safety and continuity of public services. The Emergency Manager also oversees the planning and implementation of physical security measures for City facilities and manages related grants and funding opportunities at the federal, state, and local levels. Essential Duties and Responsibilities: Emergency Planning: Develop and maintain the Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Plans (COOP) ensuring responsive readiness for emergency situations including, but not limited to, hurricanes and weather-related events and disasters, cyber-attacks, mass casualty events and other emergencies or disasters.Coordination: Collaborate with City departments, government agencies, and private organizations to integrate emergency management programs.Training and Exercises: Organize and facilitate training sessions and disaster preparedness exercises for city personnel and the community.Public Education: Develop and deliver programs and presentations to educate the public on disaster preparedness.Emergency Operations Center (EOC) Management: Ensure the EOC is operationally ready and coordinate its activities during disasters.Grant and Contract Management: Identify funding opportunities and coordinate the submission of federal and state reimbursement grants. Manage contracts relating to Emergency Management.Compliance and Reporting: Ensure adherence to federal, state, and local emergency management laws and regulations, and prepare necessary reports.Communication: Coordinate dissemination of warnings and notifications regarding emergencies and disasters for internal and external audiences. Develop content for website and social media.
