Position Summary/ Purpose
The Chief Engineer is responsible for ensuring that all engineering activities performed by the EPC and OEM meet the technical, contractual, and operational requirements of the HCR Power Block. As a key member of the Owner's Team, this role provides strategic oversight of design development, interdisciplinary coordination, and technical risk management, ensuring that engineering deliverables support safe, high-quality, and constructible execution.
Job Duties/ Responsibilities
- Leads Owner-side review and approval of engineering deliverables across all disciplines.
- Ensures EPC and OEM designs comply with contract specifications, codes, standards, and Owner expectations.
- Coordinates interdisciplinary design reviews and constructability assessments.
- Tracks engineering progress, milestones, and deliverable quality.
- Drives the NCR and RFI process so that it is effective and efficient.
- Interfaces with EPC and OEM engineering teams to resolve technical issues and manage design changes.
- Supports field engineering and ensures alignment between design intent and site execution.
- Oversees technical risk identification, mitigation planning, and resolution tracking.
- Participates in oversight of Factory Acceptance Testing (FAT), design validation, and commissioning readiness reviews.
- Provides technical input to schedule, cost, and quality reporting.
Experience and Education
- Bachelor's degree in Engineering (Electrical, Civil, Mechanical, or related discipline); Master's degree preferred.
- Minimum 10 years of experience in engineering oversight or management roles on large infrastructure or energy projects.
- Experience with combined cycle gas projects, substations, and switch yards.
- Strong background in design coordination, technical review, and field integration.
