Home City Development, Inc. is seeking experienced Property Management professionals to join our growing team to include (2) Property Managers.
Home City is a mission-driven, regional affordable housing owner and developer in Western Massachusetts expanding its internal property management platform as part of a broader organizational transformation to become a fully integrated housing organization. The organization owns a diversified portfolio of multifamily, scattered-site, supportive housing, and adaptive re-use properties totaling 525 units, with additional units in development.

Position Overview
The Property Management Team is responsible for the day-to-day operations, financial performance, compliance, and resident experience across the organization's affordable housing portfolio.
The Property Manager will manage the day-to-day activities at their assigned property.
This role report to the Director of Property Management and work collaboratively with compliance, asset management, maintenance, and resident services teams.
Responsibilities
Property Operations
- Manage all aspects of property operations, including leasing, resident relations, maintenance coordination, and financial oversight.
- Oversee property leasing activities, including marketing vacant units, managing the waitlist, conducting tours, maintaining high occupancy levels and minimize vacancy loss.
- Ensure timely rent collection and proactively address delinquencies
Compliance & Regulatory Requirements
- Ensure compliance with Fair Housing regulations, Section 8 programs, LIHTC (Low-Income Housing Tax Credit), and other relevant affordable housing requirements.
- Oversee certifications, recertifications, and file compliance.
- Prepare for and support property audits and regulatory inspections.
Resident Relations
- Maintain a professional and responsive environment for residents.
- Address resident concerns and resolve issues in a timely manner.
- Support resident engagement initiatives.
Systems & Reporting
- Maintain accurate data entry and filing of tenant records, lease documents, and maintenance logs in RealPage/OneSite property management software.
- Track and report key performance indicators including occupancy, collections, and compliance.
- Coordinate property maintenance and facilities management activities to ensure properties are well-maintained and meet safety standards.
- Prepare reports on occupancy, rent collections, maintenance requests, and other key performance indicators for senior management review.
Team Leadership & Collaboration
- Promote a culture of accountability, communication, performance, and collaboration.
Qualifications
Property Manager ($28 to $31/hour)
- 3 years of property management experience in affordable housing.
- Strong knowledge of LIHTC and multi-layer subsidy programs.
- Strong financial and operational management skills.
Preferred Qualifications (All Roles)
- Extensive experience with property management software such as OneSite
- Strong knowledge of LIHTC programs, Section 8 housing regulations, Fair Housing laws, EIV, and landlord-tenant law.
- Familiarity with RealPage/Onsite property management system.
- Direct experience working in affordable housing in Massachusetts.
