The Town of Holly Springs is seeking its next Relief Water Facility Mechanic/Operator I/II/III, which will be primarily responsible for maintenance and repairs at Utley Creek Water Reclamation Facility.  This position is responsible for performing general preventive and scheduled maintenance; preparing and maintaining records on equipment in asset management software; looking over the treatment plant process and equipment for proper functioning; recordkeeping; and other related duties as assigned.  At those times when shift relief is necessary, the primary focus of this position will be to successfully operate the various treatment functions of the wastewater treatment plant.

Regular working hours for this position are 8 am to 5 pm Monday through Friday with on call shift relief duties on a rotating basis. Position requires graduation from high school and experience in the operation and maintenance of machinery and equipment, preferably in a wastewater treatment plant and possession of a Grade I Biological Treatment Plant Operator Certification. A NC CDL Class A is preferred but not required. Starting salary range is $54,620.25-$61,382.76 (pay grade G/H/I). Possession of a grade 3 or 4 wastewater biological certification may be eligible for operator II or operator III pay class. This position is considered essential during inclement weather and emergencies.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Not all duties may be assigned to each position.  The allocation of duties for this position will vary and will be highly dependent upon the certification obtained.
1.    Collects wastewater compliance samples, in accordance with EPA guidelines. 
2.    Collects process control samples and records data to understand trends in the wastewater treatment process.
3.    Monitors wastewater treatment process for changes or disturbances, makes timely changes to ensure the process is efficient as possible.
4.    Performs maintenance and repair of pumps, motors, blowers and all equipment found throughout the wastewater treatment plant.
5.    Operates biological treatment system to ensure no odor negatively impacts the community.
6.    Manages the Supervisory control and data acquisition of the treatment plant and keeps detailed records in accordance with the Town’s NPDES.
7.    Documents plant operational data and work activities to computer records and daily logbooks.
11.    Troubleshoots and corrects operational problems.
12.    Monitors equipment operations and initiates repairs or recommends replacement.
13.    Provides technical advice to other wastewater plant employees with regards to the proper operation or repair of the facility and its equipment.
14.    Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
15.    Reports all accidents to the appropriate authority. Follows all policies for reporting.
16.    Provides backup assistance to other department personnel as needed.  
17.    Assists with emergency repairs and work as necessary.
18.    Always on call to provide assistance in case of emergency situations, such as hurricanes.
19.    Other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES

•    Knowledge of all phases of utilities and infrastructure maintenance activities, heavy emphasis on area of assigned responsibility.
•    Working knowledge of environmental and regulatory requirements related to the work.
•    Knowledge of care and use of equipment and tools utilized in the performance of division functions. 
•    Knowledge of safety precautions and potential hazards encountered in maintenance activities.
•    Knowledge of the Town’s, Department’s, and Division’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
•    Ability to research and analyze detailed information and make appropriate recommendations.
•    Ability to plan, develop, implement, and evaluate projects and programs.
•    Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
•    Knowledge of administrative policies and procedures of the Town.
•    Ability to establish and maintain accurate records of assigned activities and operations.
•    Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. 
•    Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
•    Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
•    Ability to think quickly, maintain self-control, and adapt to stressful situations.
•    Ability to instruct and train in methods and procedures.
•    Knowledge of current office practices and procedures consistent for this position.
•    Knowledge of computer software as well as GIS mapping consistent for this position.
•    Ability to perform mathematical calculations required of this position.
•    Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
•    Ability to communicate clearly, concisely and effectively in English in both written and verbal form. 
•    Skill in researching and understanding complex written materials.
•    Ability to prepare and maintain accurate and concise records and report
•    Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
•    Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
•    Ability to handle sensitive interpersonal situations calmly and tactfully.
•    Ability to maintain professionalism at all times.
•    Ability to maintain effective working relationships with individuals within and outside the organization.
•    Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
•    Ability to work the allocated hours of the position and respond after hours as needed.

•    This work requires the occasional exertion of up to 75 pounds of force; work regularly requires sitting, frequently requires using hands to finger, handle or feel and repetitive motions and requires walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
•    Work performed may require walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and/or leg controls.
•    Work may be performed above or below ground, to include confined spaces.
•    Work has standard vision requirements.
•    Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
•    Hearing is required to perceive information at normal spoken word levels.
•    Duties are performed daily both indoors and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, exhaust fumes, and pesticide.


MINIMUM REQUIRED QUALIFICATIONS
•    High school diploma or equivalent.
•    Previous work experience in water distribution, collection systems, general maintenance, stormwater, concrete and asphalt. 

PREFERRED QUALIFICATIONS

•    Associate’s degree or coursework from an accredited college or technical school in biology, chemistry or related field of study    
   
OTHER REQUIREMENTS
•    Level I Biological Wastewater Operator Certification WW 1
•    Level II Biological Wastewater Operator Certification WW 2
•    Level III Biological Wastewater Operator Certification WW 3 or higher.
