The Town of Holly Springs is searching for a Solid Waste Supervisor to serve in the Public Works department. This position is responsible for supervising and coordinating operations of the assigned division; ensuring essential services are provided to maintain public infrastructure and support public safety, health, and welfare.
SUPERVISORY RELATIONSHIPS
Reports to the Public Works Manager of the assigned division. Works under the general supervision of the Manager. Regularly exercises independent judgment within accepted practices. Makes recommendations regarding policies and practices. Supervises crews and crew leads assigned.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.Directs the work of and manages assigned crews. Provides training and instructions and coordinates ongoing training needs. Assign tasks, review work, and provide performance evaluation feedback. Provides input on employee transfers, promotions, disciplinary actions, and discharges. Reviews and approves time sheets and job assignment sheets.
2.Ensures appropriate training for staff on all assigned equipment and areas of work and maintains required documentation.
3.Plans and directs routes and areas; creates and assigns routes to staff; and determines methods of collection and use of special equipment.
4.May work as part of a crew to perform skilled trades work in expertise as needed.
5.Plans and prioritizes necessary maintenance and repair in accordance with Department policies. Ensure all work is completed accurately and in a timely manner. Secures supplies, materials, and equipment for daily, weekly, and monthly work projects.
6.Ensures all activities are carried out safely; adheres to all Town safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations about the safe use of equipment are understood and followed.
7.Report all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents or personal injuries. May investigate incidents assigned.
8.Provides support to assigned crew and acts as a resource for alternatives and suggestions. Makes critical decisions affecting the outcome of the assigned work and project completion.
9.Communicates the status and concerns of projects, assignments, and crew members to the Manager.
10.Performs daily inspections of the crew/project, reporting any issues to the Manager concerning safety or repair and maintenance procedures.
11.Inspects work completed by crews to document progress, adherence to schedule, and established standards, best practices for quality outcomes.
12.Monitors expenditures and approves purchase requests within the assigned area of authority.
13.Plans and prioritizes necessary maintenance and repair in accordance with Department policies and within fiscal guidelines. Ensure all work is completed accurately and in a timely manner.
14.Prepare daily work reports involving cost, status of assigned projects and inspections, crew updates, and accidents as necessary and directed. Uses the Asset and Maintenance management system to plan, schedule and track all activities (Cityworks)
15.Orders parts and equipment as needed in preparation for upcoming assignments and projects.
16.Responds to and oversees after-hours on-call crews during emergencies.
17.Receives and responds to inquiries and complaints from the public about a wide range of areas.
18.Ensures proper care and maintenance of tools and equipment. Coordinates maintenance as needed.
19.Other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
•Knowledge of all phases of Public Works maintenance activities, with a heavy emphasis on the area of assigned responsibility.
•Knowledge of Routeware, CityWorks, New World ERP, MyGeotab, and municipal dispatch systems.
•Knowledge of local, state and federal regulations and industry best practices around collection, storage, processing, and disposal of all types of solid waste.
•Knowledge of heavy-duty truck operation (ASL, Rear Loader, Knuckle Boom, Leaf Vacuum, Dump Trucks).
•Knowledge of care and use of equipment and tools utilized in the performance of department functions.
•Knowledge of safety precautions and potential hazards encountered in maintenance activities.
•Knowledge of the Town’s and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to departmental programs and operations.

•Five (5) years’ related work experience in public works, utility, solid waste, operations management, or related construction area.
•Must have previous three (3) years supervisory or lead experience in a closely related field.
•Valid Class B CDL required upon hire.
PREFERRED QUALIFICATIONS
•Valid Class A CDL.
•Forklift Certification Undergraduate degree in construction or operations management.
•Experience operating one or more on-site customer convenience centers where various waste types are stored, processed, repurposed, and disposed of.
