Billing Manager
Role Overview
We are seeking a seasoned Billing Manager to lead the billing function for a diverse property and casualty insurance portfolio. This position oversees all billing activities, ensures the accuracy and timeliness of premium-related transactions, and maintains strong operational controls. The role works closely with underwriting, policy operations, claims, finance, and technology teams to support smooth billing workflows and deliver exceptional service to agents, insureds, brokers, and premium finance partners.
The ideal candidate brings strong leadership experience, deep knowledge of insurance billing practices, and the ability to manage complex, high‑volume processes with precision.
Primary Responsibilities
Billing Operations
- Oversee the full lifecycle of billing for insurance policies, including issuance, endorsements, renewals, cancellations, and reinstatements
- Validate and process all premium, tax, fee, installment, and audit‑related billing transactions
- Manage both direct bill and agency bill workflows, including commission calculations and reconciliations
- Track receivables, payment schedules, unapplied cash, and account discrepancies
- Team Leadership
- Supervise and mentor billing staff, providing coaching, training, and performance feedback
- Set clear productivity expectations and service standards
- Foster a team culture centered on accuracy, accountability, and continuous improvement
- Financial Controls & Compliance
- Maintain strong internal controls around billing, cash posting, refunds, and adjustments
- Reconcile billing activity with the general ledger and support monthly and annual close processes
- Partner with Finance and Accounting on receivable management and audit preparation
- Ensure adherence to internal policies, regulatory requirements, and industry standards
Regulatory Oversight
- Confirm that billing practices align with state insurance regulations and Department of Insurance guidelines
- Maintain documentation required for audits, statutory reporting, and regulatory reviews
- Monitor compliance with premium finance rules and cancellation/non‑payment procedures
- Systems & Process Optimization
- Act as a subject matter expert for billing platforms and related workflows
- Collaborate with IT and external vendors on system enhancements and process improvements
- Identify automation opportunities to reduce manual work and improve accuracy
- Develop and maintain process documentation, SOPs, and training materials
Reporting & Analytics
- Produce and analyze billing reports, KPIs, and operational metrics
- Monitor accuracy, processing times, dispute resolution, and receivable performance
- Provide insights and recommendations to leadership based on trends and data
Qualifications
Education
- Bachelor’s degree in Accounting, Finance, Business, or a related discipline
- Professional designations such as CPA or CPCU are a plus
Experience
- 5–8 years in billing, accounting operations, or receivables management
- 2–3 years in a supervisory or management role
- Strong background in P&C insurance billing (commercial or personal lines)
- Experience with policy administration and billing systems
