FRACTIONAL HR MANAGER

Compensation: $70,000–$85,000 annually
ABOUT THE COMPANY
Our client is an established, high-end residential renovation firm operating in New York City with a strong reputation for craftsmanship, client service, and project execution. With a workforce of approximately 45 employees spanning both office and field operations, the company has reached an inflection point in its growth and is ready to invest in the people infrastructure to match its operational ambitions. THE OPPORTUNITY
This is a hands-on leadership role for a seasoned HR practitioner who is equally comfortable setting strategy and rolling up their sleeves. As the company's primary internal HR professional, you will own the full people function — from day-to-day employee relations and onboarding to building the policies, documentation, and systems the organization needs to scale. The company works with Insperity as their PEO, and you'll serve as the internal counterpart — leveraging that partnership while taking clear ownership of HR execution and continuous improvement.
The engagement may begin with an intensive assessment and buildout phase before transitioning into the ongoing part-time structure, giving you the opportunity to make a meaningful early impact.
CORE RESPONSIBILITIES
- Own and continuously improve core HR operations: onboarding, offboarding, employee documentation, and records management — including training and certification tracking.
- Serve as the trusted internal HR partner for both office staff and field employees, handling employee relations and supporting managers on performance, accountability, and people decisions.
- Lead the full-cycle recruiting process for office and field roles — job postings, candidate screening, interview coordination, and hiring logistics.
- Build and formalize HR policies, procedures, and workflows where current practices are informal or undefined.
- Partner with Insperity's HR team on compliance matters, best practices, and employee situations requiring escalation.
- Maintain working knowledge of New York and New York City employment law as it applies to a growing employer in the construction sector.
- Identify operational gaps and process improvement opportunities, and implement practical, scalable solutions
WHAT WE'RE LOOKING FOR
- 5 years of progressive HR experience, with meaningful time as the primary or sole HR lead at a small to mid-size organization.
- Bachelor's degree in Human Resources, Business Administration, or equivalent professional accreditation.
- SHRM certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) strongly preferred.
- Demonstrated track record of building or formalizing HR processes and documentation where they didn't previously exist.
- Strong command of recruiting, employee relations, onboarding, policy administration, and day-to-day HR operations.
- Experience working with a PEO platform — Insperity experience is a plus.
- Construction, trades, or field-workforce experience preferred but not required.
- Excellent judgment, discretion, and the credibility to operate effectively with leadership and field employees alike.
- Strong written communication skills; this role requires clear, thorough documentation.
