JOB SUMMARY
The People Operations Manager is responsible for overseeing the full workforce lifecycle (recruiting, onboarding, training, and employee engagement) to ensure the organization has a consistent pipeline of trained, work-ready personnel. This role has direct oversight of the Managers of Recruiting, HR, and Training, and provides accountability, consistency, and continuity across those functions. The People Operations Manager works closely with Administrative and Field Operations leadership to ensure workforce readiness aligns with operational needs. This position will play an important role in growing and scaling this department during a period of growth for High Rock Security.
DUTIES & ESSENTIAL JOB FUNCTIONS
- Design and implement strategies that support organizational goals, workforce planning, and long-term growth.
- Ensure a consistent pipeline of qualified candidates to meet forecasted staffing demand.Build and improve systems across Recruiting, Hiring, and Training to enhance the employee experience and support seamless operations.
- Foster a work culture that supports retention and engagement.
- Lead and support staff in Recruiting, HR, and Training.
- Ensure accountability, consistency, and execution across all functions.
- Improve the efficiency and quality of the employee lifecycle processes.
- Oversee onboarding programs to ensure new hires receive clear expectations, required training, and necessary documentation.
- Develop and update HR policies and employee handbooks.
- Provide stability and continuity where part-time staffing creates gaps.
- Partner closely with the Staffing and Field Operations Teams to ensure workforce readiness meets operational demand.
- Identify inefficiencies and implement practical, scalable solutions.
- Address employee relations concerns, complaints, and potential policy violations in a timely and consistent manner
- Maintain compliance with federal, state, and local employment laws.
- Track and analyze workforce metrics and prepare reports on trends and outcomes.
- Use data to drive continuous improvement.
- Perform other duties as assigned.
WORK SCHEDULE AND LOCATION
This is a remote position, reliable access to a phone and internet is required.
QUALIFICATIONS
REQUIRED
- Minimum of three years of experience in people operations, workforce management, HR, or a related field.
- Experience managing teams, including part-time or distributed staff.
- Experience building or improving systems and processes in a growing organization.
- Knowledge of HR principles and practices, employment laws, and compliance requirements.
- Ability to develop and implement effective administrative policies and procedures.
- Familiar with HRIS, able to learn ADP and ConnecTeam.
- Proficient with Google Workspace, email, Slack, Asana, and standard business tools.
- Strong verbal and written communication skills.
- Strong problem-solving skills and the ability to make sound decisions in a fast-moving environment.
- Able to access email and phone on a regular and timely basis.
PREFERRED
- Degree in Business, Human Resources, Operations, or a related field (or equivalent work experience).
