HUMAN RESOURCES DIRECTOR


JOB SUMMARY

Under the general supervision of the Assistant Superintendent, Human Resources, assists in the planning, organizing, controlling, and directing of the District's comprehensive personnel and employee relations program. This position provides leadership in the development, implementation, and evaluation of personnel services to ensure alignment with District goals, Board policies, California Education Code, and state/federal mandates. The Director maintains a major focus on the administration of certificated and classified personnel, recruitment and selection strategies, collective bargaining workflows, and general department operations.; and other related work as required.

 

ESSENTIAL FUNCTIONS

  • Exercises direct supervision over assigned certificated and classified personnel within the Human Resources department, including providing necessary work direction, guidance, and training on personnel processes.
  • Assists with monitoring and implementation of personnel program compliance in accordance with California Education Code, state labor laws, collective bargaining agreements, and federal regulations.
  • Assists Assistant Superintendent with screening, interviewing, and evaluating prospective candidates for certificated and classified vacancies, and ensures selection committees adhere strictly to District policies and procedures.
  • Collaborates with District and Site Personnel (including principals and supervisors) for the purpose of assessing workforce needs, determining classifications, and implementing effective staffing models.
  • Develops proposals, programs, budgets, and plans for salary administration, position control, wage studies, classification reviews, and department resource allocations.
  • Prepares documentation and Board Agenda materials for the purpose of providing written support, maintaining accurate employment records, and conveying personal recommendations regarding assignments, transfers, promotions, or separations to leadership.
  • May serve as District representative or bargaining team participant during collective bargaining processes and contract negotiations with employee associations.
  • Assists with responding to employee grievances, complaints, disciplinary actions, and contract administration inquiries, ensuring due process rights are systematically respected.
  • Visits school sites and departments on a regular basis to monitor employee relations, evaluate personnel systems, and maintain open channels of communication across all labor groups.
  • Coordinates and facilitates recruitment plans, job inquiries, classification updates, and the overarching employee lifecycle from intake to retirement.
  • Designs, implements, and evaluates a comprehensive training and development program for administrators, managers, and supervisors regarding personnel management and contract compliance.
  • Reviews criminal record sheets and background clearances of new hires or substitutes, and coordinates escalated cases appropriately with department leadership.
  • Assumes responsibility for making independent decisions regarding urgent personnel matters in the temporary absence of the Assistant Superintendent.
  • Monitors staff activities to ensure that all mandated timelines for evaluations, professional growth, performance reviews, and state reporting (such as CBEDS and Administrator-Teacher Ratios) are strictly met.
  • Keeps up-to-date with changing labor legislation, legal opinions, administrative advisories, and industry best practices to recommend essential regulatory updates to the Governing Board.
  • Develops and revises departmental forms, personnel guides, and HR procedures as needed.
  • Participates in the evaluation of personnel as designated by the Assistant Superintendent of Human Resources.
  • Coordinates technical human resources functions and data workflows with other departments (i.e., Business Services, Technology, Payroll) to ensure cross-functional alignment.
  • Serves as a District representative with universities regarding teacher credentialing programs and student-teacher internships.

 

KNOWLEDGE OF

  • Principles, practices, trends, goals, and objectives of public school human resources management and employer-employee relations.
  • Philosophical, educational, fiscal, and legal aspects affecting school personnel operations, merit system structures, and contract administration.
  • Organization, planning, and program evaluation strategies specific to workforce selection, recruitment, and position classification workflows.
  • Due process rights for California public school employees, the California Education Code, and collective bargaining parameters.
  • Interpersonal skills, conflict resolution strategies, contract interpretation procedures, and team-building techniques.

 

ABILITY TO

  • Plan, organize, coordinate, and direct the District’s comprehensive certificated and classified personnel programs.
  • Read, understand, interpret, and follow complex labor laws, collective bargaining agreements, education codes, and regulatory mandates.
  • Learn, plan, formulate, and execute federal, state, and District personnel directives in accordance with assigned management duties.
  • Demonstrate an understanding of wage and salary administration, classification structures, and employee file compliance.
  • Aid in the planning, development, and control of human resources operational budgets and departmental resources.
  • Evaluate and analyze complex personnel issues, contractual disputes, or labor conflicts, and recommend legally sound, equitable solutions.
  • Make independent judgments and decisions utilizing common sense, equity, and a firm understanding of legal requirements.
  • Work autonomously to manage multiple high-priority tasks, establish department goals, and meet strict deadlines.
  • Communicate effectively in oral and written formats, delivering clear presentations and maintaining absolute professional confidentiality.
  • Work cooperatively, harmoniously, and collaboratively with staff, labor associations, and the general public while conveying sensitivity toward individual needs

 

EDUCATION:

Master's Degree from an accredited institution of higher learning, preferably in secondary curriculum or administration or a closely related field.

EXPERIENCE:

  • 5 years of successful teaching experience.
  • Previous administrative experience is desired.

CREDENTIAL AND LICENSES: 

  • Valid General Administration, Standard Administration, or Administrative Services credential.
  • Valid California teaching.
  • Valid California Driver’s license;
  • Maintain possession of such license during the course of employment.

Physical Demands: Sit, look downward, reach, (up to frequently); stand, walk, bend, stoop, squat, push, pull, foot controls (occasionally); climb stairs, twist (infrequently); repetitive hand activities within close reach, such as files, keyboard & handwriting (frequently); lift/ carry up to 25 pounds (occasionally), may lift/ carry child up to 75 pounds (infrequently); extensive reading; use vision, hearing & speaking (including in-person, phone & public address.)

 

Working Conditions: Indoor office, outdoor school yard & grounds, driving to different sites. Exposure to: seasonal temperature variations, dust and wind, traffic, food preparation smells, use of office equipment and desk supplies.
