This position is responsible for planning, coordinating, and managing member materials across various platforms, ensuring they are engaging, informative, and accessible to a wide range of members. The role collaborates with internal and external colleagues, partners, and vendors to develop and distribute materials that effectively communicate key information to members, considering the diverse needs of the audience. This includes ensuring all member-facing content complies with relevant standards and regulations and managing the member materials approval process with the Oregon Health Authority. The Communications Specialist independently manages multiple concurrent projects, prioritizes competing deadlines, and maintains quality and accuracy in a fast-paced environment with frequent changes and time-sensitive requests. Beyond member-facing content, this role ensures that subcontractor materials meet compliance standards, develops and refreshes department policies, collaborates with staff on internal communications and projects, and creates engaging content for Health Share’s website and social media.

This is a hybrid position with the expectation to be in the office 1-2x per week. We are looking for candidate local to Portland Metro.

Estimated Hiring Range

$74,475.00 - $91,025.00

Essential Responsibilities

Member Materials Development and Production

  • Write, edit, and/or produce content for all member-facing materials (e.g., member handbook, brochures, letters, flyers, and other member collateral) ensuring all Health Share materials meet regulatory and compliance requirements.
  • Manage the material approval process with the Oregon Health Authority to ensure compliance of Medicaid member information, with an emphasis on culturally sensitive and appropriate materials and translations. Ensure coordination with stakeholders on status, changes needed, and approval timelines.
  • Coordinate and oversee vendors in translation, design, printing, production, and distribution of member materials; monitor multiple inboxes across platforms to triage requests, track follow-ups, and ensure timely responses and handoffs.
  • Lead projects end-to-end for member materials, including intake, scope, workplans, timelines, gathering feedback, vendor coordination, approvals, and on-time delivery.

Compliance and Policy Development

  • Develop and lead oversight process to ensure all subcontractor materials also meet regulatory and compliance requirements.
  • Help develop and ensure ongoing updates of Communications department policies.
  • Support audit readiness by maintaining organized, accurate records; proactively locating and requesting supporting documentation; and coordinating inputs, deadlines, and deliverables across a large cross-functional team.

Website and Social Media

  • Write, edit, and produce content for digital and social content (e.g., website content, social media posts, blog stories, etc.).
  • Maintain Health Share website and collaborate with multiple departments to ensure the website has accurate and updated content.
  • Collaborate with colleagues to communicate Health Share’s programs, accomplishments, initiatives, and values.
  • Work collaboratively with Communications and Public Affairs Director to inform media strategy.

Brand Management & Internal Communications Planning Subtitle

  • Uphold brand identity and expand brand awareness among staff, stakeholders, and community.
  • Write, edit and collaborate on other projects for staff, internal communications, and external partners such as newsletters, presentation materials, and toolkit content. Collaborate with Community Engagement staff on material development and SWAG availability.

Knowledge

Knowledge, Skills and Abilities Required

  • Knowledge of Oregon Health Plan and its role in serving Oregonians, including Oregon Administrative Rules governing member communications

  • Excellent writing and editing skills, including applying health literacy and/or plain language practices for diverse populations
  • Strong verbal communication and listening skills
  • Ability to set goals independently and prioritize work—balancing competing deadlines and complex topics with resulting positive outcomes
  • Understanding of the transcreation process to create culturally relevant communication materials for the audiences that Health Share serves
  • Proficient in developing visually engaging, educational content using universal design principals and plain language
  • Ability to write social media and marketing copy for social promotional campaigns
  • Proficient use of content management systems, email marketing, and project management platforms to plan and track work (e.g., intake, timelines, dependencies, approvals, and deliverables).
  • Proficiency with Microsoft Office products, including Word, PowerPoint, Excel, and more
  • Understanding of website design, graphic design and desktop publishing.
  • Ability to work in an environment with diverse individuals and groups
  • Ability to manage multiple tasks

  • Ability to perform repetitive finger, wrist, shoulder, or neck movement for at least 6 hours/day

Required

Education and/or Experience

  • Minimum 2 years’ experience in communications, public relations, or related field, including managing multiple projects with competing deadlines

Preferred

  • Proficiency in design software such as Photoshop, Illustrator, InDesign or other software
  • Project Management skills, including building workplans and timelines, coordinating partners, tracking risks/issues, and driving work to completion
  • Experience working in health care and nonprofit sectors, specifically with diverse populations
  • Bachelor’s degree in communications, journalism, English or related field
