People & Culture Manager

The primary purpose of this position is to assist Health Advantage Federal Credit Union in achieving its vision to be the financial institution of choice among all eligible members and to provide programs and services that will enhance the lifelong wellbeing of our members.

Working as part of a team, the Manager of People & Culture is directly responsible for administration and supervision of the Credit Union’s human resources programs and staff. Responsibilities include administration of recruiting, employee relations, payroll and compensation and benefits programs. This position may have no direct reports. Independent judgment is required to plan, prioritize and organize a diversified workload.

Main Responsibilities and Duties

  • Administers the company's benefit programs including life, health, disability, pension, and profit sharing programs balancing cost effectiveness of programs and company objectives. Consults and advises employees on their eligibility for these and other related benefits.
  • Recommends and assists in formulating training programs and determines instructional methods, utilizing individual training, group instructions, demonstrations, and workshops; selects or develops training aids such as handbooks, visual aids, and tutorials. Oversees new employee orientation sessions, on the job training, refresher and individual training, and volunteer training.
  • Manages the recruiting and selection activities of the company to identify needed critical skills, employ, place, and/or transfer internal and external executives, managers, and support staff to ensure adequate staffing levels.
  • Provides counsel to executives, managers and employees on human resources issues and policies with the intent of enhancing employee relations and maximizing Credit Union productivity, as well as reducing exposure to legal liabilities.
  • Make recommendations regarding the planning, design, implementation and administration of compensation programs in order to maintain the organization's objectives and competitive position in the marketplace. Compensation responsibilities include base and total cash compensation programs, job evaluation, performance management programs and standards, and long-term and short-term incentive programs.
  • Compliance: Direct and oversee policies and practices and maintain a sufficient information system to ensure the consistent application of policies and that practices are in compliance with NCUA, all Federal and State legislation and other legal requirements and regulations. Ensure company compliance with FMLA, ADA, HIPAA, FLSA, EEOC and other federal, state and local laws as applicable.
  • Manage all internal and external employment postings and ensure constant visibility of ads that are appropriate for the candidates we are attempting to reach. Evaluate resumes and conduct interviews in a timely manner in order to fill positions as quickly as possible and create a reserve of qualified applicants for future openings. Provide updated information and maintain lines of communication with all hiring managers regarding their employment needs. Maintain accuracy of all new hire files to ensure all are compliant and completed in a timely manner.
  • Provide oversight of all HR Operations including employee records, record retention, compliance, HRIS system, reporting and analysis of HR metrics. Ensure compliance with all federal, state and local regulations pertaining to employment and benefits. Perform annual review and recommend updates of employee handbook.
  • Establish credibility throughout the organization and with the VP of Finance and President/CEO as an effective developer of solutions to business challenges.
  • Ensure that work area is clean, secure, and well maintained.
  • Follow all Credit Union policies, procedures, legal and regulatory requirements, including, but not limited to, understanding of the compliance with the Credit Union’s BSA/CIP/OFAC program.
  • Maintain and project the Credit Union's professional reputation. Maintain privacy of employee information.
  • Attendance at workplace is required.

Knowledge and Skills

  • A four year college degree in Human Resource Management is preferred. Minimum of four years of related experience is required. The equivalent combination of education, training and experience will be considered.
  • Excellent verbal and written communication and grammar skills
  • Ability to effectively present information in one-on-one and small group situations to other employees. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations, financial reports and legal documents.
  • Ability to understand and apply financial concepts and to add subtract, multiply and divide in all units of measure using whole numbers, common fractions, and decimals.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization exists.
  • Good working knowledge of word processing software, spreadsheet software, e-mail software, use of the Internet and the ability to learn internal use software.

  • Other: The employee must be able to perform this position safely, without endangering the health or safety to him or herself or others. The employee in this position must be capable of effectively handling multiple concurrent tasks and is flexible in handling daily tasks as required.

The environment for this position is an open office that is clean and comfortable. It may include some minor annoyances such as noise, odors, drafts, etc. The employee is in a non-confined office-type setting in which he or she is free to move about at will.

The employee, in the course of performing this position, spends time writing, typing, speaking, listening, lifting (up to 15 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception, and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling, and reaching.

The employee for this position may operate any or all of the following: telephone, cellular telephone, copy and fax machines, calculator, imaging equipment, postage meter, typewriter, computer terminal, personal computer, related printers, and teleconferencing equipment.

This position also requires travel by automobile between branches and ATM locations, and occasional travel elsewhere.

Pay: $54,000.00 - $67,000.00 per year
