SALARY RANGE : BU00 | Exempt

SALARY RATE: $126,859.00 (Annual Salary) based on the FTE

Salary will be negotiable based on the applicant's years of experience, special skill sets, etc.

JOB DUTIES : This position is located in the Administration section of the Oahu Region of Hawaii Health Systems Corporation (HHSC). Oahu Region is comprised of three facilities: Leahi Hospital, Maluhia and Daniel K. Akaka State Veterans Home. Leahi Hospital, Maluhia and DKA SVH are among 10 facilities within the Hawaii Health Systems Corporation. Administration is responsible for managing, directing, and coordinating the activities of the Oahu Region’s facilities. The major activities include management of the operating and capital budget, development, review and revision of Oahu Region’s policies and procedures, and collaborating with the governing body, Oahu Region leadership, medical staff, and other personnel to accomplish specific regional goals. This position serves as the Oahu Region Controller and is responsible for directing all functions and activities of accounting, financial planning, financial reporting, and control/monitoring of financial functions. This position reports directly to the Oahu Region Chief Financial Officer (RCFO - LTC), position no. 109574.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION, EXPERIENCE, CERTIFICATION AND LICENSURE:

Education : A bachelor’s degree from an accredited (4) four-year college or university in accounting, finance or related field.

Experience : Minimum of five (5) years of experience in accounting or financial management with a strong background in financial reporting, budget preparation and control, including two (2) years of supervisory experience. Previous healthcare, long-term care and public accounting experience preferred. Knowledge of accounting software, and strong technical accounting and financial reporting skills required. Exceptional organizational skills and demonstrated project management skills. Excellent interpersonal and communication skills, including the ability to collaborate in support of the Region’s goals. Ability to work independently in a fast-paced environment with an emphasis on accuracy and timeliness. Strong multi-tasking skills to manage time effectively and juggle priorities to meet deadlines. Proactive, and team player.

Certification : None required.

Licensure : A valid Certified Public Accountant (CPA) License is preferred, but not required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Excellent understanding of the health care business; governmental organizations and functions; and budget preparation and control. Comprehensive knowledge of and ability to interpret laws, rules, regulations and policies.

Established ability to develop new policies and procedures. Possess a high level of problem solving skills. Demonstrate good written and verbal communication skills, strong customer service and quality orientation.

Apply sound managerial principles and techniques; ability to manage people in setting goals, to give appropriate support, and to evaluate, direct and hold employees accountable while maintaining high morale and productivity. Demonstrate the ability to secure and analyze facts and data and make administrative decisions; maintain cooperative working relationships; meet and deal effectively with the public.

CITIZENSHIP AND RESIDENCE REQUIREMENT: Applicants must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under the federal law for unrestricted employment and at the time of appointment intend to reside in the State of Hawaii during the course of employment with the Hawaii Health Systems Corporation.

MEDICAL/PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a pre-employment physical examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. The cost for physical examinations, except the cost for drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation.

CRIMINAL/BACKGROUND, CREDENTIALING CHECKS: Applicable checks will be conducted periodically, and any associated costs may be borne by the applicant. Applicable checks may include, but are not limited to, state and federal criminal history records, child abuse and neglect registry check, adult protective services registry and sex offender registry records, etc. If a job offer is made or employment is begun prior to completion of all applicable checks, any offer of employment or continued employment is contingent upon satisfactory return of all required checks.

Administrative Review, subsequent appeals: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include: 1) The job title(s) and recruitment number(s), 2) the specific reason(s) you are requesting the review noting if there is statute or rule violation, and 3) any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
