The CCO reviews and provides recommendations for all amendment requests to MWBE participation contracts. Conducts site visits to ensure commercially useful function compliance on contracts with MWBE/DBE goals in accordance with Harris County's MWBE policy.

Duties And Responsibilities
- Monitors and enforces contract compliance with municipal, state and federal Minority, Women and Disadvantaged Owned Business Enterprise (MWBE/DBE) policies and regulations by auditing contract files, processing MWBE amendment requests, and investigating and addressing discrepancies in contract agreements and/or payments.
- Conducts site visits to ensure commercially useful function compliance on contracts with MWBE/DBE goals in accordance with Harris County's MWBE policy.
- Prepares, organizes and maintains contract records and supporting documentation. Prepares summary reports and program participation recommendations based on information gathered or ascertained.
- Maintains database and/or spreadsheets of all efforts and outcomes of participation for each project. Pro-actively communicates the status of work and provides reports to management as directed.
- Consults with project managers and contractors on status of contracts and ways to increase and improve MWBE participation. Presents information at pre-bid, pre-construction, ad-hoc and contractor monthly meetings.
- Provides customer service and technical assistance to Prime contractors and subcontractors regarding HCTRA's MWBE program, including support around the use of HCTRA's platforms related to procurement, payment, and compliance processes. Participates in local outreach, tradeshows and trainings to promote and provide support for the HCTRA MWBE program.

Requirements
Education and Experience:
- Bachelor’s Degree with major course work in Business Administration, Accounting, Procurement, Law or Finance from an accredited institution.
- Two (2) years' directly related professional experience may be substituted for education requirement.
- Two (2) years' of auditing, accounting, paralegal, investigation or procurement experience required.
- Prior work experience in a position that requires a high degree of self-directed organized work in a fast-paced and dynamic work environment is highly preferred.
- Strong computer skills, utilizing internet based databases and Microsoft software such as Outlook, Word, Excel, Teams and PowerPoint.
- Self starter with exceptional attention to detail, organizational and decision making skills where tasks require comparing alternative courses of action and meeting tight deadlines.
- Excellent written and verbal communication, interpersonal, and critical thinking skills.
- Ability to analyze results and present recommendations to management.
- Ability to learn newly implemented software with proficiency and adapt to procedure changes with ease.
- Ability to operate and/or utilize a variety of standard business and office machines and equipment.
- Ability to establish and maintain effective working relationships with a diverse group of individuals.
- Ability to handle highly sensitive and confidential information at all times.
- Must be able to safely operate a motor vehicle and travel as needed throughout Harris County.
- Bilingual (English and Spanish) is a plus.
- The position can be physically challenging.
- Above average physical conditioning is required to be able to walk, bend, stoop, climb, reach, stretch, etc. in the performance of their duties.
- Lifting up to 20 lbs. may be required. Speech, vision, and hearing must be adequate or corrected to be able to accomplish assigned duties.
- Must be able to safely operate a motor vehicle and travel as needed throughout Harris County.
General Information
Position Type And Typical Hours Work
- This is a full-time position.
- Typical work schedule is Monday - Friday from 8:00 a.m. through 5:00 p.m.
- Hours may vary based on the business needs of the department.
- Some weekend work may be required.
- There are no major sources of discomfort. A normal office environment with acceptable
- lighting, temperature controls and furnishings is provided.
- The job may require extended time outside in all weather conditions.
- Exposure to extreme temperatures (high and low), environmental noise typically present in a maintenance/construction yard, warehouse, and loading dock environment.
- May be exposed to other hazards during inclement weather or maintenance emergency response activities.
