What are the responsibilities and job description for the Chief Estimator position at Harris & Co Executive Search?
PRIMARY FUNCTION:
Provide and/or coordinate full estimating services on large, complex work including drainage and excavation, flat concrete work, bridge construction and rehabilitation projects in the heavy and highway industry.
TYPICAL DUTIES:
- Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc. into unit and manhour figures.
- Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate.
- Provide complete conceptual (or bid work) and final estimating input on complex projects.
- Provide technical support to personnel preparing discipline estimates for assigned bids.
- Provide active participation and management in alternative delivery pursuits, including proposal preparation
- Ensure all working documents and data are maintained to back-up estimate figures.
- Assist contracting department during preparation of inquiries and final evaluation of submitted bids as required.
- Track awarded contracts as required - may include estimating/pricing extra work items, change orders, credit; procuring materials, etc.
- Perform additional assignments per supervisor's direction.
SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:
Educational and experience requirements include: 4-year engineering degree or equivalent combinations of technical training and/or related experience. 10 years total experience in estimating and cost controls for complex heavy civil and highway construction projects. Thorough knowledge of company procedures, estimating techniques, all engineering disciplines, cost control systems and accounts required. Ability to estimate all types of projects/contracts, plus ability to coordinate and supervise group work effort essential. Experience in alternative delivery models, proposal preparation and joint ventures management and experience with HCSS estimating software.
COMMENTS:
Must have ability to prepare complex proposals with minimum of supervision. Incumbent has profit/loss responsibility to the company. Exempt under FLSA.

Salary : $150,000 - $275,000
