Job Description Summary:
 
The primary purpose of this position is to supervise social workers as they provide foster care, adoption, prevention and emergency on-call services.  The focus is on ensuring that every child has a permanent, nurturing experience during his years of dependency in their own home or, if necessary, through the appropriate pulling for out of home placement.  

Hiring Range: $72,656.00Responsibilities and Duties:

Operation Responsibility 50% 
Responsibility for the operational and programmatic function of the unit.  Must make sure all legal mandates in the provision of foster care services, adoption services and prevention services are adhered to.  Must ensure that state plociy and procedure are being followed and that worker are knowledgeable of policies and procedures.   
Supervisor must help workers set priorities in organizing their work so that legal mandates are met, child and families receive necessary services, sound decisions are made and services plans are developed and implemented.  Responsible for final decision-making I permanent planning for families and children.  
Supervisor provides case consultation and direction for crisis, which occur after hours.  
Hold and participate in unit meetings to disseminate information to staff and allow staff input
Serve as a member of the agency Permanency Planning Team and lead this team as needed.
Serve as a member of the adoption committee
Collect information and prepare reports regarding adoption incentive monies and assist with budgeting for each fiscal year.
Review case records to be certain they meet minimal acceptable levels of services delivery.   Hold staffing as needed, at least monthly, to discuss specific cases and issues with each worker.
 
Review and approve all request for leave of the workers in the unit.  Monitor overtime and leave accrual.  Mileage, day sheets and monthly contact sheets are reviewed on a regular basis.

Personal Responsibilities- 50% 
Supervisor assesses and identifies the educational and training needs of staff.  It is necessary to orient, teach and train new staff regarding the knowledge and skills they need.  Provide or arrange for provision of training as it related to policy, overview and laws governing  the unit.   Supervisor reinforces good social work practice and helps workers improve social work skills.  
Supervisor must get to know each worker in the unit well enough to detect when there are problems and to recognize the type of help and support that are needed. This may be help in dealing with a hostile client to listening to a worker’s frustration concerning lack of resources for hard to place child.  It is essential that staff maintain a close working relationship.  Supervisor keeps adequate notes of problem areas and makes sure the worker understands what is expected.  Responsibility for taking disciplinary action for unsatisfactory work performance.  This includes assisting with dismissal of an employee when indicated in consultation with the Program Manager and Director,  Make every effort to help worker become a satisfactory employee before dismissal is considered.
Employee may be asked to perform additional duties as needed for the operation of the agency.  Knowledge, Skills, and Abilities:

Knowledge of local, state and federal laws and regulations affecting the provision of Foster Care and Adoption services
Knowledge of social work principle, technique and practice
Knowledge of organization and intervention techniques
Knowledge of counseling principles and techniques
Knowledge of social and environmental factors affecting clients to be served
Knowledge of the theories and concepts of supervision
Knowledge of theories and concepts of personnel management
Knowledge of teaching and instructional theories and techniques
Skill in listening to others with understanding and purpose
Skill in eliciting information and in assembling relevant acts
Skill in creating and maintaining professional helping relationships
Skill in observing and interpreting verbal and nonverbal behavior and in using a knowledge of personality therapy and diagnostic methods.  
Skill in creating innovative solutions to clients’ needs
Skill in mediating and negotiating between conflicted parties.  
Ability to see level of knowledge and skill of social workers
Ability to design training to strengthen workers’ skills
Ability to model the offering of supportive services
Ability to teach, demonstrate and model specific intervention strategies
Ability to process social worker their rational for case decisions as it related to children and families
Ability to monitor the technical aspects of accountability
Ability to effective communicate needs to administration, other community agencies

Education/Certification:

Minimum Training and Experience Requirements - Master's degree in social work from an accredited school of social work; Bachelor's degree in social work from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); Bachelor's degree in social work from an accredited school of social work and one year directly related experience; Master's degree in a human services field and one year of directly related experience; Bachelor's degree in a human services field from an accredited college or university and two years directly related experience; Bachelor's degree from an accredited college or university and three years of directly related experience.Work Environment/Location/Physical Demands:
 
Employee works in offices, but work involves visiting homes, schools, health and mental health facilities.

Work Conditions - Employees work in a variety of service settings, which range from modern public service buildings to correctional facilities, community residential facilities, home environments, or institutions where odors and noise may be present. 

Hazards - Employees may experience emotional stress due to the nature of interactions with clients or service providers. Behavioral problems such as aggression of clients could cause bodily injury for employees in some settings. 

On-call- Employee is responsible to cover after-hour on-call supervision duties several weeks per year to deal with crisis, concerns or other duties regarding children in foster care. 

Emergency shelter- Employee is required to work at county run shelters in the event of a natural or man-made disaster 

Other Duties as assigned- Employee may be asked to perform additional duties as needed for the operation of the agency

Salary : $72,656 - $119,883
