POSITION SUMMARY:

An employee in this position provides administrative support for various Department functions in the Work Force Development department within Harnett County. This includes work that is performed on a routine basis such as maintaining financial records and general office operations.

Hiring Range: $44,604.00ESSENTIAL FUNCTIONS OF THE POSITION:

  • Maintains Department financial records as related to invoices, purchase orders, charge cards, budget amendments, grant receipts, and prepares journal entries as needed.
  • Monitors compliance with Department budget by reconciling activity to the general ledger.
  • Creates and maintains files for contracts.
  • Works with department director on human resource issues.
  • Responsible for completion of monthly grant reports. Works closely with Finance to ensure accuracy prior to submission to Grantor.
  • Deposits revenue collections and records to the general ledger as needed.
  • Assists Director with annual budget process to include expenditure and revenue projections.
  • Maintains financial records and prepares reports to monitor department expenditure and budget balances; creates budget amendments as needed.
  • Communicate with other departments within the County regarding associated accounts and activity.
  • Provides information to the public; explains Department policies and procedures to the public.
  • Distributes Department mail. 
  • Prepare correspondence as needed.
  • Prepares monthly payroll invoices.
  • Manages office supply inventory and places orders to restock supplies as needed.
  • Assists other Department staff with various programs and office support needs.
  • Attend training as needed.
  • Maintains confidentiality of records.
  • Notifies Community Relations Director of Workforce Development events and activities.
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Associate’s degree in business with some coursework in accounting;
  • Four (4) years of experience performing administrative support functions; background in accounting or experience in a local government environment is a plus.
  • Or equivalent education and/or experience; 
  • Possession of a valid North Carolina driver's license 

KNOWLEDGE, SKILLS, and ABILITIES: 

  • Knowledge of Workforce Development functions and procedures.
  • Knowledge of computer programs to include Microsoft Office, Excel, Word, PowerPoint, etc.
  • Knowledge of basic local government budget procedures.
  • Ability to reconcile and balance general ledger accounts.
  • Ability to perform simple mathematical calculations.
  • Skill in using tact with the public.
  • Skill in communicating effectively, both verbally and in writing
  • Ability to maintain a high degree of accuracy in all accounting processes.
  • Ability to understand and apply relevant rules, ordinances, codes, regulations, policies, procedures, administrative orders, and other governing regulations.
  • Ability to gather and give comprehensive information and instructions.
  • Ability to compile information based on general instructions.
  • Ability to plan and supervise the placement of records, reports, and files into a proper sequence.
  • Ability to establish and maintain effective working relationships with supervisors, co-workers, other County departments and the public.
  • Ability to use discretion in handling sensitive or confidential matters.
  • Ability to work independently.
  • Ability to identify problems, research issues, and suggest alternative solutions.
  • Ability to speak and write both English and Spanish is preferred depending on department.

PHYSICAL DEMANDS:

Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, and stooping.  An incumbent must also possess the visual acuity to analyze data, work with figures, read extensively and to operate various office equipment.
WORK ENVIRONMENT:

The employee works in a relatively safe office environment and has contact with visitors and staff. Depending on assignment, may need to work evenings and occasional weekends.
