JOB GOAL: The Early Learning Program Coordinator supports the administration and oversight of the Early Learning Department, focusing on PK3 partnership programs housed at daycare facilities. This position ensures high instructional quality, regulatory compliance, and accurate state reporting across all partner sites. The coordinator conducts regular site visits, reviews student eligibility records, monitors classroom instruction, and serves as the liaison between daycare partner facilities and the Early Learning Department. The role supports daycare partners in implementing high-quality early childhood education programs aligned with PK3 program requirements.

Position Qualifications

  • Bachelor’s Degree from an accredited college or university
  • EC-6 Texas Teacher Certification
  • Minimum 2 years of professional experience (preferred)
  • Experience in early childhood education setting (preferred)

Duties And Responsibilities

  • Understands and supports the mission, vision and values of Harmony Public Schools.
  • Conducts regular site visits to partner daycare facilities to monitor instructional quality and classroom practices.
  • Observes classroom instruction and ensures implementation of developmentally appropriate teaching practices.
  • Reviews lesson plans and classroom activities to ensure alignment with approved early childhood curriculum.
  • Provides coaching and feedback to teachers on instructional strategies and classroom management.
  • Supports daycare partners in implementing kindergarten readiness and child development programs.
  • Monitors child developmental progress and assessment practices.
  • Conducts compliance reviews to ensure daycare partner sites meet state licensing and PK3 program requirements.
  • Verifies teacher-to-child ratios are maintained according to state regulations.
  • Ensures staff qualifications, background checks, and required certifications are up to date.
  • Monitors classroom environments to ensure health, safety, and licensing standards are maintained.
  • Assists partner sites in preparing for state licensing inspections and compliance audits.
  • Reviews student records to verify PK3 eligibility according to program guidelines.
  • Ensures required documentation for enrollment and eligibility verification is complete and compliant.
  • Monitors enrollment records, attendance documentation, and student data accuracy.
  • Maintains organized documentation for compliance monitoring and program audits.
  • Coordinates state reporting requirements related to PK3 programs and works with partner daycare sites to ensure timely

and accurate submission of required data.

  • Maintains program records and documentation needed for state and organizational reporting.
  • Monitors data accuracy and compliance with reporting deadlines.
  • Serves as the primary liaison between the Early Learning Department and daycare partner facilities.
  • Provides guidance and support to daycare directors and instructional staff.
  • Assists partner sites in resolving program, compliance, or operational issues.
  • Supports communication between partner facilities and district campuses.
  • Assists in reviewing policies related to early childhood program operations.
  • Provides recommendations to improve instructional quality and program implementation at partner sites.
  • Supports professional development and training for partner daycare staff.
  • Performs other duties as assigned.

Skills And Abilities

  • Strong understanding of early childhood education standards and developmentally appropriate practices
  • Knowledge of Texas early childhood education policies, TEA requirements, and state reporting
  • Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external

to the district.

  • Ability to establish and maintain effective working relationships both internal and external to the district.
  • Ability to use computer including software, database used by the district, spreadsheet and word processing software,

calculator, copy machine and telephone.

  • Ability to analyze data and generate reports.
  • Ability to use effective interview techniques, effective public speaking skills, and problem-solving skills

Work Environment And Physical Requirements

  • Light Work: may require the occasional light lifting.
  • Nights and weekend activities will be occasionally required.
  • Position is in office setting and may involve prolonged work at a desk in one location.
  • Excessive travel is required.
