Harmony Heights Housing is seeking a highly motivated and experienced Director to lead our 3800 residential program for teenage boys. The Director will be responsible for program oversight, regulatory compliance, staff supervision, and ensuring a safe, structured, and therapeutic environment for youth in care. This role requires strong leadership, crisis management skills, and a deep understanding of trauma-informed care and Pennsylvania’s 55 Pa. Code Chapter 3800 regulations.

Key Responsibilities:

Program Leadership & Compliance

  • Oversee daily operations, ensuring full compliance with 55 Pa. Code Chapter 3800 and OCYF licensing requirements.
  • Develop and implement policies, procedures, and best practices for staff and youth care.
  • Conduct regular audits, inspections, and staff training to maintain compliance and improve service quality.
  • Serve as the primary liaison with licensing agencies, caseworkers, and external partners.

Staff Management & Development

  • Hire, train, and supervise all program staff, ensuring alignment with program goals.
  • Conduct regular staff evaluations, coaching, and disciplinary actions when necessary.
  • Develop staff schedules that ensure appropriate staff-to-youth ratios in compliance with regulations.
  • Foster a positive team culture focused on professional growth and high-quality care.

Youth Care & Trauma-Informed Approach

  • Ensure a safe, structured, and therapeutic environment for residents.
  • Implement behavior management strategies aligned with trauma-informed care principles.
  • Oversee individualized service plans (ISPs) and ensure all youth receive appropriate support.
  • Address and resolve youth crises, behavioral incidents, and conflicts with staff.

Crisis Management & Incident Reporting

  • Respond promptly to emergencies, incidents, and allegations of abuse.
  • Ensure all critical incidents are documented and reported per licensing requirements.
  • Train staff on de-escalation techniques, emergency response, and conflict resolution.

Financial & Operational Oversight

  • Manage program budget, expenses, and resource allocation.
  • Ensure admissions, discharges, and placements align with program capacity and compliance.
  • Identify and implement cost-effective strategies while maintaining high-quality care.

Qualifications & Requirements:

  • Bachelor’s degree in Social Work, Psychology, Counseling, Education, or a related field.
  • Minimum of 3 years experience in residential child care, with at least 2 years in a supervisory role.
  • Strong knowledge of PA 3800 regulations, OCYF standards, and child welfare policies.
  • Experience with trauma-informed care, behavior management, and crisis intervention.
  • Proven ability to lead teams, develop staff, and create a positive work culture.
  • Excellent communication, organizational, and problem-solving skills.
  • Must pass PA Child Abuse Clearance, FBI Background Check, and State Police Clearance.
  • CPR, First Aid, and Medication Administration certification (or willingness to obtain).
