Program Manager - DoS / Diplomatic Security Training Directorate

Harkcon, Inc. is seeking an experienced Program Manager to lead contract performance in support of the U.S. Department of State, Bureau of Diplomatic Security’s Training Directorate (DS/T). This position supports the Office of Technical Security Engineering (TSE) and related DS/T organizations that train and equip U.S. and partner-nation personnel to safeguard facilities, information, and lives worldwide. The Program Manager will serve as the single point of contact for contract execution, reporting directly to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTMs).

Responsibilities

• Oversee the execution of multiple task orders delivering training, technical, and administrative support services.

• Lead a large, multi-functional team of 100 staff supporting DS/TSE, DS/T/MSD, and other DS offices.

• Supervise site managers and ensure adherence to all contractual, technical, and security requirements.

• Provide strategic oversight of staffing, personnel development, recruitment, and retention.

• Coordinate program deliverables including reports, SOPs, Quality Management Plans, and Task Order Management Plans.

• Serve as primary liaison with senior Department of State officials and provide guidance on policy, risk management, and operational priorities.

• Monitor cost, schedule, and performance metrics to ensure compliance and quality across all workstreams.

• Ensure timely, accurate invoicing and financial reporting in accordance with federal acquisition regulations.

• Develop and maintain a professional workforce that meets all training, clearance, and conduct standards.

Qualifications

• U.S. Citizen with an active SECRET security clearance (Top Secret preferred).

• Bachelor’s degree in business, management, security, or related field (Master’s preferred).

• 20 years of professional experience, including 10 years managing large government programs.

• 5 years as a Program Manager overseeing multi-million-dollar federal contracts.

• Demonstrated experience managing contracts exceeding $30 million annually and teams of 100 staff.

• Proven expertise in U.S. Department of State or similar federal agency operations.

• Strong leadership, communication, and stakeholder management skills.

• Experience supporting or leading adult education or security training programs preferred.

Additional Details

This is a full-time, on-site position at Department of State facilities in Northern Virginia. The Program Manager should expect periodic domestic travel to DS training sites (including FASTC in Blackstone, VA) and occasional international travel to support DS/T missions, training coordination, or program evaluations abroad.
