Harkcon, Inc. seeks a detail-oriented Contract Administrator to provide acquisition, reporting, and administrative support for the U.S. Department of State, Bureau of Diplomatic Security’s Training Directorate (DS/T). This position supports contract oversight and performance management for training and technical programs administered by the Office of Technical Security Engineering (TSE). The Contract Administrator will serve as a key member of the program management team, ensuring compliance with federal acquisition regulations, timely reporting, and accurate documentation across multiple task orders.
Responsibilities
Provide expert-level contract administration and acquisition support under FAR and DOSAR guidelines.
Prepare, track, and submit contractual deliverables, reports, and modifications.
Support proposal preparation, task order initiation, and contract close-out processes.
Maintain accurate records, databases, and correspondence for all contract actions.
Assist with financial reporting, invoice reconciliation, and documentation of expenditures.
Coordinate with the Program Manager, COR, and CO on performance, compliance, and reporting.
Attend and document program and project meetings, ensuring timely communication of contract-related matters.
Monitor and assist with security clearance documentation, personnel tracking, and compliance with Department of State standards.
Qualifications
U.S. Citizen with active SECRET clearance.
Bachelor’s degree required; Master’s preferred.
3 years of experience supporting government contracts or programs.
Demonstrated understanding of federal acquisition and contract administration processes.
Strong organizational and coordination skills with the ability to manage competing priorities.
Proficient in Microsoft Office Suite (Word, Excel, SharePoint).
Excellent written and verbal communication skills.
Ability to function effectively in complex environments with multiple stakeholders.
Additional Details
This is a full-time, on-site position located at Department of State facilities in the National Capital Region. Limited travel may be required for coordination meetings or training activities within the region.
