Job Description Summary:

The Zoning Enforcement Coordinator is responsible for managing the Zoning Enforcement section. This position supervises inspectors and administrative staff, ensuring all work flows are completed efficiently and accurately. This position provides oversight of work functions and that all work is carried out in accordance with the Zoning Code and established policies and procedures. Job Description:

Salary Range: $38,699.00-102,157.00/Annually

BUDGETED SALARY: $80,000.00 - $90,000.00/Annually

Essential Duties:

  • Supervises and coordinates work of zoning inspectors and administrative and clerical staff assigned to Zoning Enforcement Section. Establishes priorities, assigns and evaluates work products.
  • Schedules, coordinates, monitors and expedites flow of work to assure proper handling and processing of zoning enforcement cases. Ensures that appropriate follow-up inspections and follow-through litigation is conducted.
  • Reviews all cases with zoning inspectors subsequent to their inspection, to determine dispositions or status of cases.
  • Reviews daily inspection reports for accuracy and appropriate action to be taken.
  • Composes written responses and signs all correspondence for Zoning Enforcement Section; composes for signature zoning violation citations, and charge documents for District Court.
  • Researches records and conducts necessary permit checks.
  • Processes and maintains records and files of all zoning violation complaints.
  • Designs forms, and develops and implements zoning enforcement procedures to increase office efficiency. Utilizes personal computer and mainframe for correspondence and property/permit research.
  • Represents Zoning Enforcement at meetings with other County and State agencies, property owners, civic groups, lawyers and other professional people regarding zoning violation cases, and to answer questions on the requirements and provisions of the zoning regulations and departmental procedures.
  • May from time to time, as required, assist applicants in preparing Board of Appeals Applications, permit applications and site plans.
  • May conduct field inspections and testify at Board of Appeals hearings and District Court hearings.


Years of Experience:
4 years of experience leading or managing projects

Years of Supervisory Experience:
2 years of experience leading or managing teams

Education:
Possession of a high school or vocational-technical school diploma or GED Certificate.


Certifications, Licensures, and Examinations:

Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.

Knowledge, Skills, and Abilities:

  • Knowledge of methods and procedures used to register, track, investigate, and resolve complaints.
  • Knowledge of County planning functions and processes.
    Knowledge of personal computer operations and standard office software.
  • Knowledge of principles, practices, and procedures related to zoning enforcement.
  • Skill in oral and written communication.
  • Skill in interpersonal communication and conflict resolution.
  • Skill in using personal computers and applicable software to document, track, and maintain records.
  • Skill in organizing and maintaining complaint and enforcement records.
  • Ability to learn and apply zoning principles, codes, ordinances, rules, and regulations.
  • Ability to interpret and enforce applicable codes, ordinances, rules, and regulations.
  • Ability to conduct field inspections in compliance with applicable codes and regulations.
  • Ability to investigate, negotiate, and resolve complaints.
  • Ability to establish and maintain effective working relationships with government agencies, the public, citizen groups, attorneys, property owners, and others associated with the work of the Zoning Enforcement Section.
  • Ability to exercise sound judgment and discretion when addressing zoning enforcement matters.
  • Ability to sit or stand for prolonged periods of time.
  • Ability to bend, stoop, kneel, and perform other physical activities associated with field inspections.
  • Ability to operate a County vehicle while carrying out assigned duties.
