What are the responsibilities and job description for the Utility Systems Engineer- SR position at Hanover County Government?
General Description: This is a professional level position. The incumbent is responsible for overseeing the Department’s industrial level SCADA and other computer and communication systems.
Organization: The System Engineer reports to the Deputy Director of Operations and Maintenance and supervises systems personnel as assigned.
Essential Functions:
- Manages the Department's industrial computer systems (e.g. SCADA) to assure proper operation of the County's water and wastewater systems.
- Assists superintendents and the department leadership with managing the County's water and wastewater operational technology (OT).
- Manages the Department's instrumentation systems to ensure proper operation of the County's water and wastewater systems.
- Leads the Department’s OT cybersecurity planning, implementation, and regulatory compliance efforts. Acts as the Department’s mitigation lead in the event of a cyber-attack.
- Manages assigned projects, including budgets, engineering design, and construction.
- Supervises employees, performing related human resources functions and completing necessary paperwork.

Knowledge, Skills and Abilities: Must have extensive knowledge of water and wastewater utility computer/instrumentation systems and associated facilities. Must be able to develop and administer capital and operating budgets and solve problems. Must be able to manage and maintain water and wastewater computer/instrumentation systems and projects. Must have extensive knowledge of industrial and desktop computer systems including both hardware and software.
Education, Experience and Training: Bachelor’s degree in systems engineering or related field, required. Must have at least three (3) years of industrial systems experience, including supervision. Experience and up-to-date training on cybersecurity methodologies, risk assessment, and mitigation measures preferred. Water and/or Wastewater Utility experience preferred -OR – “Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable
Special Conditions:

- Must obtain valid Driver's License within 30 days of employment to be eligible to operate a county vehicle
- Twelve-month probationary period
- Pre-employment Physical Examination and repeated regularly thereafter. Pre-employment Drug Test and repeated in accordance to policy thereafter. Twelve-month probationary period
