What are the responsibilities and job description for the Children's Services Act Coordinator position at Hanover County Government?
General Description: This is a professional position. The incumbent performs administrative and professional duties to support the implementation of the Comprehensive Services Act in Hanover County and to facilitate high quality, child-centered, family-focused, cost-effective, community-based services to at-risk youth and their families within a local government structure as organized under the Virginia Comprehensive Services Act (CSA).
Organization: The CSA Coordinator reports to the Director of Social Services and may supervise another staff.
Essential Functions:
· Assists the Community Policy & Management Team (CPMT) with the
development, implementation & revision of local policies & procedures
regarding the operation of the CSA program that are in compliance with
state law and policy;
· Supervises employees, to include performing related human resources
functions & completing all necessary paperwork; trains and develops,
evaluates, and disciplines staff as needed;
· Facilitates the Family Assessment & Planning Team (FAPT) meeting
process to include coordinating parent representatives & supporting
family involvement & engagement in the FAPT process;
· Provides leadership in working with FAPT & CPMT in identifying &
developing strategies & options, including best practices, for increasing
local service & treatment alternatives to address gaps & better meet the
needs of children & families;
· Maintains strict confidentiality as required by law & in accordance to local
and state policy;
· Ensures that all logistical arrangements are made for meetings of FAPT and
CPMT, including, but not limited to notifying members & providing
relevant information to members prior to the meeting;
· Provides training and technical assistance in the provision of efficient &
effective services that are responsive to the needs & strengths of at-risk
youth & their family;
· Provides a means for effective communication and collaboration between
agencies, other service providers and residents;
· Coordinates program activities; coordinates activities to ensure that clients
are linked with the appropriate services and agencies;
· Educates clients, volunteers and others on program services, polices,
procedures and requirements;
· Assists CPMT in developing measurable outcomes & a plan for collecting &
analyzing data regarding those outcomes;
· Prepares & delivers reports as needed; Collects and assembles program
and fiscal data;
· Prepares program documents such as case summaries or reports;
· Promotes effective communication and collaboration between agencies,
other service providers, and Hanover residents;
· Represents agency at local, regional and state CSA meetings and reports
pertinent information to FAPT and CPMT

Knowledge, Skills, and Abilities: General knowledge of the human services system with specialized knowledge of at least one program area related to the Comprehensive Services Act (e.g. foster care, mental health, special education, juvenile justice, local government, families); Knowledge regarding a children's services system of care philosophy & values; Knowledge of local government structure, operation & regulatory functions; Knowledge & ability to develop & manage a program budget; Ability to establish and maintain effective working relationships with individuals in a diversity of roles; Ability to provide leadership in a team environment; Excellent interpersonal skills; Ability to maintain confidentiality; Ability to securely maintain financial information; Ability to collect, organize & report data; Ability to develop meaningful measurable outcomes to provide feedback to relevant parties on the operation of the CSA; Comprehensive knowledge of local community resources & services available to assist at risk youth and their families; Ability to think critically and creatively; Ability to research, locate and develop additional services to meet identified needs of at-risk youth in the community; Ability to plan, organize, facilitate and/or deliver training; Excellent organizational & time management skills; Excellent communication skills, both oral & written; Proficient in the use of Microsoft Outlook, Word, Access, Excel and Power Point software.
Education, Experience and Training: Bachelor's degree in human services, public administration or related field required (masters degree preferred) with at least two (2) years of relevant experience in human services or related field and experience with the Comprehensive Services Act (CSA) and staff supervision desired -OR- Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
