Position Summary

The Training Specialist assesses agency-wide training needs, develops structured learning programs, and oversees compliance across all departments. Reporting to Upper Management, this role designs, facilitates, and evaluates training initiatives to ensure full compliance with federal, state, Office of Refugee Resettlement (ORR), Title 22, and internal policy standards. Additionally, the Training Specialist leads policy and procedure development, creates supporting educational materials, and monitors ongoing compliance for staff, Resource Parents (RPs), volunteers, and contractors.

Key Responsibilities

Training Delivery & Facilitation

  • Facilitate engaging in-person and virtual training sessions covering federal/state regulations, ORR policy, Title 22, accreditation standards, and agency policies.
  • Adapt teaching strategies to support diverse learning styles for staff, Resource Parents, volunteers, and contractors.
  • Provide coaching, mentorship, and continuous professional development opportunities to support staff growth.

Curriculum & Policy Development

  • Design, revise, and update training manuals, e-learning modules, visual guides, and policy templates.
  • Maintain, develop, and review agency policies and procedures (including weekly reviews of UC Policy, MAPs, and Field Guidance) to ensure alignment with regulatory updates.
  • Conduct post-training evaluations to measure curriculum effectiveness and implement continuous improvements.

Compliance, Tracking & Administration

  • Track individual employee and stakeholder training records, collecting sign-in sheets, attestations, and issuing certificates.
  • Conduct prompt outreach regarding missing or expiring certifications to maintain agency-wide compliance.
  • Lead compliance monitoring and policy enforcement in collaboration with HR and departmental leadership.
  • Manage training logistics, schedule sessions independently, and maintain prompt communication across heavy email volume.

Operations & Operations Support

  • Translate training materials and agency documents as needed.
  • Assist with inter-departmental needs, agency events, and stakeholders communication.
  • Travel weekly to sister facilities and community partner sites to deliver hands-on training.

Qualifications & Requirements

  • Education: Bachelor’s degree from an accredited institution required.
  • Experience: Minimum of 3 years of experience developing and delivering training programs.
  • Industry Knowledge: Demonstrated knowledge of Office of Refugee Resettlement (ORR) policies, Title 22, Foster Family, and Adoption regulations strongly preferred.
  • Technical Skills:
    • Proven experience creating documentation, e-learning tools, and integrating IT solutions into user workflows.
    • Proficiency with Learning Management Systems (LMS) for course delivery, registration, tracking, and competency testing.
  • Key Competencies: Exceptional presentation, organization, time management, and collaborative communication skills.

Physical & Travel Requirements

  • Travel & Driving: Must possess a valid Driver's License, reliable personal vehicle, active auto insurance, and comply with state driving laws for required weekly travel between facilities and community sites.
  • Physical Demands: Ability to sit/stand for extended periods during facilitation, walk, bend, reach, and lift/transport training equipment weighing up to 25 lbs.
  • Work Environment: Comfortable working in a fast-paced environment and maintaining composure during sensitive or high-stress situations.
