Position Summary

The Resource Parent Recruiter is responsible for identifying, engaging, and recruiting prospective resource (foster) parents to support children and youth in care. This role drives community outreach, conducts informational orientations, screens prospective applicants, and guides families through the initial steps of the licensing process. Working closely with the recruitment and licensing teams, the Recruiter plays a critical role in expanding the agency’s network of safe, supportive, and nurturing foster homes.

Key Responsibilities

Community Outreach & Relationship Building

  • Develop, implement, and execute targeted community outreach strategies to generate inquiries from potential resource parents.
  • Establish and maintain strong partnerships with community organizations, faith-based groups, local businesses, schools, and civic events.
  • Plan, coordinate, and host information sessions, orientation meetings, and recruitment events (both in-person and virtual).
  • Manage recruitment campaigns, community flyers, social media engagement, and local advertising initiatives.

Applicant Engagement & Screening

  • Serve as the primary point of contact for all resource parent inquiries, providing timely follow-ups via phone, email, and text.
  • Conduct initial phone screenings and pre-qualifying interviews to evaluate prospective applicants against agency, state, and program guidelines.
  • Educate prospective families on the licensure process, agency expectations, and the unique needs of children in foster care.
  • Maintain high inquiry-to-applicant conversion rates through consistent engagement and relationship management.

Licensing Pipeline & Administrative Support

  • Guide qualified candidates through the initial onboarding steps, including intake packets, background checks, and orientation scheduling.
  • Maintain precise data entry in the applicant tracking system (ATS) or CRM, tracking leads from initial contact through formal application submission.
  • Prepare weekly, monthly, and quarterly recruitment activity and pipeline reports for program leadership.
  • Ensure compliance with state licensing standards, Child Care Licensing (CCL), and agency policies throughout the recruitment cycle.

Qualifications & Requirements

  • Education: Bachelor’s degree in Social Work, Psychology, Sociology, Communications, Marketing, Public Relations, or a related field preferred.
  • Experience: 1–3 years of experience in recruitment, community outreach, sales, marketing, or foster care/child welfare services.
  • Language: Bilingual in Spanish and English required.
  • Skills & Abilities:
    • Exceptional interpersonal, public speaking, and presentation skills.
    • Strong organizational and lead management skills with the ability to manage high communication volume.
    • Comfortable with building personal relationships and dedicated to helping others
    • Empathetic and supportive with mentorship and leadership skills
    • Bilingual - Spanish/English
    • Familiarity with trauma-informed care and foster care dynamics preferred.
  • Work & Travel Requirements:
    • Must be at least 21 years of age.
    • Valid Driver’s License, reliable personal vehicle, and active auto insurance for local travel to outreach events and community meetings.
    • Flexibility to work occasional evenings and weekends for recruitment events and family orientations as needed.
