Job Duties/Scope Of Work
I. Training Development Specialist for DOE CESER Energy Response Program:
1. Design, develop and conduct Emergency Support Function #12 Initial and Refresher training. Requires experience with all five phases of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process and ESF#12 program. Position will be required to have experience developing and preparing for training. Travel to conduct training is required.
2. Design, develop and conduct on-line training and exercises using an interactive on-line platform. Experience utilizing multiple modes of web-based training tools recommended, but experience using training technologies such as Storyline Articulate, Learning Management Systems, online live training platforms (i.e. Adobe Connect, Zoom Workplace and Microsoft TEAMs) is necessary.
3. Support deployments and activation of the ESF#12 team by assisting with the development of products and coordinating staffing for the duration of the event. Job task requires being on-call 24/7 to include evenings and weekends. This position may be required to support extended duration assignments away from primary work location.
4. The successful candidate is expected to join the ESF#12 team, a volunteer-based emergency response group, and may be required to deploy and respond to nationally significant energy emergencies as part of their duties.
5. Assist in the development of online training modules, storyboards, graphic design and scripts for training videos.
6. Develop and maintain the training technology tools such as the Learning Management System, live online training platform and training records databases. This position will be response for leading the development of custom training and response technology tools for the ESF #12 response team.
11. Prepare and conduct training exercises by developing objectives, scenarios and timelines to support training of the ESF#12 team.
12. Develop engagement webinars, micro-learning modules and training aides for the ESF #12 training program.
13.Prepare newsletters, publications and outreach materials for the ESF #12 program.
14. May need to travel throughout the United States and territories regularly and for extended durations.
II. Training Development Specialist for Department of Transportation Pipeline Hazardous Material Safety Administration (PHMSA):
1. Design, develop and implement DOT PHMSA customer training. Requires experience with all five phases of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process and experience with the HAMMER DOT programs. Travel to conduct training is required.
2. Interface with high level DOT PHMSA senior management to identify current training and education needs that HAMMER can support.
3. Assist the DOT Program Manager to help manage deliverables to meet DOT PHMSA customer needs.
4. Design and develop educational materials to support new requirements for the DOT PHMSA customers. Training materials include, but are not limited to, standard operating procedures, on-line training modules and workshops.
5. Prepare and present information during workshops, educating participants on new requirements for DOT PHMSA programs.
Basic Qualifications
- Bachelor's degree or an equivalent combination of education and experience plus 8 years' experience in training, safety, emergency response, or a related field.
- Experience using training-related business systems, technology tools such as Storyline Articulate, Learning Management Systems, online live training platforms (i.e. Adobe Connect, Zoom and TEAMs).
- Experience developing, delivering and managing emergency response training programs.
- Experience developing, delivering and managing hazardous materials training and programs.
- Excellent interpersonal and verbal communication skills, ability to prepare written and verbal reports.
- Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge.
Desired Qualifications
- Experienced in conducting and coordinating face-to-face and online training.
- Experience in planning, facilitating, and evaluating emergency response exercises, including drills, simulations, and developing after-action reviews.
