Classified Document Control (CDC) Responsibilities
- Follow strict protocols for the protection and handling of classified matter.
- Validation: Ensure classified documents generated locally and received off-site are appropriate for processing. This includes timely handling, assignment of tracking numbers, duplication/scanning, and distribution to individuals with the requisite clearance and need to know.
- Document Tracking: Maintain tracking records for active classified documents using a local database.
- Transmission: Send classified documents to off-site recipients using authorized carriers, following strict packaging requirements.
- Repository Management: Control and maintain GSA-approved repositories for the protection and storage of active classified documents and records supporting DOE and Hanford prime contractor activities.
- Inventory Oversight: Oversee inventories of active classified documents and records held in the CDC.
- Procedural Documentation: Prepare and maintain procedural documents to ensure continuity of operations for critical CDC processes and activities.
- Destruction of Classified Matter: Perform and document the destruction of classified matter in accordance with DOE directives, national policy, and local requirements.
- Transmittals and Services: Prepare document transmittals/receipts and provide pickup/delivery, destruction, and inventory services for classified document holders sitewide.
- Oversight Activities: Act as the primary point of contact for oversight activities, including performance tests, self-assessments, surveys, and inspections to review and evaluate classified holdings and/or classified matter protection and control processes within the CDC office.
- Other Tasks: Perform other related tasks as required.
- Custodianship: Serve as a COMSEC custodian, working directly with the DOE Headquarters Central Office of Record.
- Crypto/Keying Material Management: Sustain crypto/keying material and related equipment site-wide, adhering to strict operating and handling protocols.
- Record Maintenance: Maintain accurate records associated with COMSEC material in accordance with DOE directives, national policy, and local SOPs.
- Training: Attend formal DOE COMSEC training initially and every three years thereafter to maintain COMSEC custodian qualification.
- Procurement Management: Manage the purchase of COMSEC equipment needed for the COMSEC Center and other Hanford contractors through appropriate procurement channels.
- Equipment Maintenance: Oversee inspection, troubleshooting, repair, and maintenance of cryptographic equipment by DOE-contracted GSA service representatives.
- Inventory Management: Lead semi-annual and annual physical inventories of COMSEC material to account for all equipment and electronic key assigned to the COMSEC account in agreement with DOE HQ Central Office of Record documentation.
- Audit Liaison: Serve as the primary point of contact for DOE Office of Technical Security audits of the COMSEC account, typically occurring every two years.
- SOP Preparation: Prepare and maintain COMSEC Standard Operating Procedures and related desk instructions.
- Program Support: Support Classified Matter Protection and Control program including inventories, oversight activities, program procedure updates, and programmatic communications.
- Certification: Serve as a Derivative Classifier and Unclassified Controlled Nuclear Information Reviewing Official, upon satisfying training and testing requirements.
- Project Leadership: Lead Information Security special projects to complete infrequent or unique assignments, such as process improvement initiatives, corrective actions, technology implementation, etc.
