Job Duties/Scope Of Work
The HMIS Central Badging Office (CBO) provides credentialing services for the Hanford Site in support of the HMESC contract under Safeguards and Security. This position resides in Personnel Security and will receive day-to-day direction from the HMIS CBO Team Lead and adhere to HMIS (Hanford Mission Integration Solutions) procedures and policies.
The CBO provides services to federal employees, contractors, subcontractors, visitors, and Other Government Agencies needing credential services and/or physical/logical access to the Hanford site.
CBO staff personnel will perform specific functions, which include, but are not limited to the following:
Grade 4: $44,163 to $55,688
Grade 5: $48,600 to $61,300
Grade 6: $53,413 to $67,338

The CBO provides services to federal employees, contractors, subcontractors, visitors, and Other Government Agencies needing credential services and/or physical/logical access to the Hanford site.
CBO staff personnel will perform specific functions, which include, but are not limited to the following:
- Opening and closing the CBO facility at the beginning and end of each workday, which includes the securing of equipment, supplies, property, and entrance/exit doors.
- Greet and receive customers. Help determine/establish customer requirements and provide or direct appropriate service as necessary.
- Perform accurate record keeping, accountability, disposition, and management of all credential types. This includes visitor badges, tour badges, Hanford Site specific contractor and employee badges, foreign national badges, foreign national credential cards, Personal Identity Verification (PIV) badges, prohibited and controlled article passes, and other current or future badge types.
- Operate/oversee satellite badge stations as needed (e.g., special tour processing, receptionist stations, other locations as directed, etc.)
- Enter information into a variety of database systems, run database reports, review documents for accuracy. Ensure forms and security access requests are complete and that needed security credentials are issued according to requirements, procedures, and desk guides. Request supervisory or management review for situations not addressed in written procedures.
- Conduct audit/inventory of CBO supplies and equipment.
- Operate and maintain records in the Hanford Site credentialing database. Occasional system testing may be required for system upgrades/maintenance.
- Conduct PIV credentialing actions in support of Homeland Security Presidential Directive (HSPD) 12 initiatives, which includes Registrar and Activator roles in USAccess.
- Additionally, this position is expected to provide support to other Personnel Security functions as directed by the supervisor or management.
- High school diploma or GED, plus at least 3 years of related experience required.
- Strong working knowledge of Microsoft Office products: Word, Excel, Outlook, and PowerPoint.
- Must possess strong interpersonal, written and verbal communication skills.
- Must possess strong organizational skills.
- Must be able to obtain and maintain a "Q" Clearance. Any offer of employment is contingent on the applicant receiving a favorable background investigation. As part of the investigation, Federal investigators will examine many aspects of the applicant's past including, but not limited to financial and criminal histories, mental and emotional health, education and travel, drug and alcohol usage, personal and organizational relationships, associations with foreign nationals, etc.
- Prior experience working in personnel security or a similar environment desired but not required for consideration.
- Experience with Credential Management Systems
- Previous experience working with sensitive or private information (e.g., Controlled Unclassified Information, Official Use Only, etc.).
