Housing Navigator – Job Description
Hamptons Manor – Moreno Valley & Hemet, CA
Compensation: $20–$25 per hour, DOE
Schedule: Full-time, must be available one weekend per month for on-call

Position Summary:
The Housing Navigator supports participants in emergency shelter programs by securing safe, stable, and appropriate housing within established timelines. This role provides direct client support, housing resource development, landlord engagement, and ongoing follow-up to promote long-term housing stability. Bilingual proficiency in English and Spanish is required.
Essential Functions & Responsibilities:
- Identify and place shelter participants into appropriate housing, with a goal of securing housing within 90 days of program acceptance.
- Assist participants throughout the housing search process, including applications, apartment tours, negotiations with landlords, and referrals to housing location services.
- Communicate effectively with participants in both English and Spanish regarding housing processes, expectations, and required documentation.
- Help participants address barriers such as credit issues, utility arrears, criminal history, or unfavorable rental references.
- Review and explain lease or sublease agreements with participants before move-in.
- Coordinate required inspections, track landlord corrective actions, and determine rent reasonableness before lease approval.
- Prepare and track all housing applications, supporting documents, and verification forms.
- Develop, maintain, and update a comprehensive housing portfolio including available units, landlord contacts, and affordable housing resources.
- Conduct outreach to expand housing opportunities, build relationships with landlords and property managers, and attend community networking events.
- Maintain knowledge of local affordable housing resources, subsidies, and housing programs.
- Assist clients with move-in logistics, including locating movers, furniture, storage units, and essential household items.
- Conduct regular post-placement home visits to support housing stability and intervene early when issues arise.
- Collaborate with case managers to resolve housing challenges and support community adjustment.
- Advocate for participants to expedite access to housing opportunities and services.
- Maintain accurate documentation, case notes, housing logs, and required reports.
- Attend staff meetings, training sessions, and interagency meetings to strengthen community partnerships.
- Be available for one weekend per month of on-call support.
- Perform other related duties as assigned.
Skills & Qualifications:
- Bilingual in English and Spanish (required).
- Experience working with homeless, at-risk, or vulnerable populations preferred.
- Knowledge of local housing markets in Moreno Valley and Hemet, including affordable housing resources and landlord-tenant laws.
- Strong communication, advocacy, and negotiation skills.
- Ability to build rapport with landlords, property managers, and external partners.
- Excellent organization, follow-through, and time-management abilities.
- Valid driver’s license and ability to travel between program sites and housing locations.
Job Type: Full-time
Pay: $20.00 - $24.00 per hour
Expected hours: 40 per week
