Position Overview
The Subject Matter Expert (SME) will provide technical expertise and analytical support for Military Construction (MILCON) and Installation Communication Grid (ICG) initiatives in support of Marine Corps Installations Command (MCICOM). This role requires a knowledgeable professional with experience in telecommunications and information systems infrastructure, communications facilities, engineering, and Department of War (DoW) processes.
The SME will support technical planning, requirements development, and validation activities while assisting in the identification and mitigation of risks. Working under senior leadership, this position contributes to the development of effective infrastructure solutions aligned with Marine Corps mission requirements and technical standards.
Responsibilities
- Provide subject matter expertise to support MILCON and ICG planning, design, and execution efforts
- Assist in conducting technical risk assessments by identifying potential issues and supporting the development of mitigation strategies
- Support technical requirements validation to ensure alignment with mission needs, operational constraints, and applicable standards
- Assist in the development and refinement of technical requirements and supporting documentation
- Provide technical support across telecommunications infrastructure, including fiber optic networks, Outside Plant (OSP), and structured cabling systems
- Support the review of engineering designs, technical documents, and construction packages for accuracy and compliance with Unified Facilities Criteria (UFC) and other applicable standards
- Assist in integrating Installation Communication Grid (ICG) requirements into MILCON projects and existing installation infrastructure
- Collaborate with stakeholders including MCICOM, installation G-6 staff, Public Works Departments, NAVFAC, and contractor teams to support technical alignment and issue resolution
- Contribute to technical documentation, reports, and briefings for program leadership
- Participate in program reviews, design reviews, and technical meetings to support project execution
- Ensure supported efforts align with cybersecurity requirements and telecommunications best practices
Qualifications
- Bachelor’s degree in Engineering (Civil, Electrical, Telecommunications), Information Technology, Systems Engineering, or a related technical field
- Minimum of 10 years of relevant experience in engineering, telecommunications infrastructure, construction programs, or related technical disciplines
- At least 5 years of experience supporting Department of War (DoW) programs, including exposure to MILCON and/or telecommunications infrastructure initiatives
- Experience supporting technical requirements development and validation within federal or defense programs
- Familiarity with technical risk assessment processes and infrastructure project support
- Working knowledge of Installation Communication Grid (ICG) concepts and telecommunications infrastructure systems
- Familiarity with DoW and Marine Corps standards including Unified Facilities Criteria (UFC) and NAVFAC processes
- Ability to review and interpret engineering drawings, specifications, and technical documentation
- Strong written and verbal communication skills with the ability to support technical discussions and documentation
- Active Secret clearance required
- Must be a U.S. Citizen
Desired Qualifications
- Experience supporting Marine Corps installations or other DoW operational environments
- Familiarity with MILCON processes including DD Form 1391 development and design review phases
- Knowledge of telecommunications standards such as TIA/EIA, BICSI, and NEC
- Experience working with NAVFAC, USACE, DISA, or similar organizations
- Professional certifications such as BICSI certifications, or Project Management Professional (PMP)
- Experience supporting infrastructure modernization or IT/telecommunications projects
- Exposure to fiber optic systems, structured cabling, or Outside Plant (OSP) design and installation
Pay: $180,000.00 - $220,000.00 per year
