Position Overview
The Senior Program Manager will lead the planning, coordination, and execution of complex programs in support of Marine Corps Installations Command (MCICOM), including Military Construction (MILCON) and Installation Communication Grid (ICG) initiatives across the MCIWEST region. This role requires a highly experienced professional capable of managing end-to-end MILCON and ICG programs, including planning, requirements development, design coordination, execution oversight, and delivery of infrastructure and telecommunications capabilities.
The Senior Program Manager will oversee the full lifecycle management of MILCON and ICG efforts, ensuring alignment with mission requirements, technical standards, and program objectives. This position integrates engineering, logistics, financial, and operational inputs into a cohesive program strategy, while serving as the primary interface with senior Marine Corps stakeholders. The role provides leadership across cross-functional teams to drive successful execution, delivery, and sustainment of complex infrastructure programs.
Responsibilities
- Manage MILCON and ICG programs and projects from initiation through planning, execution, and closeout, ensuring alignment with mission requirements and Marine Corps standards
- Lead program planning and execution activities across multiple MILCON and ICG initiatives supporting MCICOM
- Oversee scheduling and milestone management, including development and maintenance of Integrated Master Schedules (IMS)
- Provide schedule oversight and ensure alignment of project milestones, deliverables, and critical path activities
- Support project planning and coordination activities across engineering, logistics, financial, and operational teams
- Manage cross-program resource allocation to optimize personnel, funding, and materials across MILCON and ICG efforts
- Identify program and project risks and support development of mitigation strategies and risk management plans
- Oversee program and project performance tracking, including metrics development, analysis, and reporting
- Coordinate with engineering teams and SMEs to ensure technical alignment and successful delivery of MILCON and ICG systems
- Lead stakeholder engagement efforts, including coordination with Marine Corps leadership, installation personnel, and external partners
- Support change management activities, including evaluation and implementation of changes impacting program execution
- Oversee project validation and prioritization to align MILCON and ICG efforts with mission requirements and strategic objectives
- Coordinate requirements development and ensure alignment with operational, technical, and infrastructure needs
- Support issue resolution activities to address program challenges and maintain execution timelines
- Develop and support program roadmap strategy, including long-range planning and capability development for infrastructure and telecommunications systems
- Provide milestone and deliverable forecasting to support leadership decision-making
- Conduct or support risk assessments and ensure integration into program and project planning
- Support resource allocation planning and cross-functional coordination across all program elements
- Assist in development of Concepts of Operations (CONOPS) and future system requirements
- Provide input to outyear operational budgeting and long-term planning efforts
- Ensure effective stakeholder coordination across all program activities and supported installations
Qualifications
- Bachelor’s degree in Engineering, Business Administration, Program Management, or a related field
- Minimum of 15 years of experience in program or project management supporting federal or defense programs, OR 10 years of experience with a Project Management Professional (PMP) certification
- Demonstrated experience managing MILCON and/or ICG programs, including end-to-end project lifecycle execution
- Extensive experience in scheduling, milestone management, and Integrated Master Schedule (IMS) oversight
- Strong background in risk management, resource allocation, and program performance tracking
- Experience coordinating across engineering, logistics, financial, and operational teams
- Familiarity with Department of War (DoW) processes, including MILCON and infrastructure program management
- Experience supporting stakeholder engagement at senior leadership levels
- Proven ability to manage competing priorities and drive execution across multiple complex programs
- Strong leadership, organizational, and decision-making skills
- Excellent written and verbal communication skills, including briefing senior stakeholders
- Active Secret clearance required
- Must be a U.S. Citizen
Desired Qualifications
- Project Management Professional (PMP) certification
- Master’s degree in Program Management, Business Administration, Engineering, or related field
- Experience supporting Marine Corps Installations Command (MCICOM)
- Strong familiarity with Installation Communication Grid (ICG) architecture and telecommunications infrastructure programs
- Experience supporting MILCON programs, including DD Form 1391 development and infrastructure modernization initiatives
- Knowledge of Planning, Programming, Budgeting, and Execution (PPB&E) processes
- Experience developing program roadmaps, CONOPS, and long-term capability strategies
- Experience working with NAVFAC, USACE, DISA, or other Department of Defense stakeholders
Pay: $190,000.00 - $230,000.00 per year
