STARTING SALARY: $47.05 hourly

JOB DUTIES (SUMMARY):
  • Directs and manages from an administrative level major program area operations, for the Economic Sustainability division including Cash, Medical and Food Assistance, Workforce Development, Ohio Means Jobs and Child Care; plans department objectives and develops strategies for implementation; manages the development of departmental policy and procedures; ensures department operates in accordance with defined objectives, policy and regulatory requirements; analyzes data and prepares regular and specialized reports on agency operations; makes recommendation on revisions and changes to operations procedures; evaluates problem areas and directs the development and implementation of effective resolution; sets priorities for assigned program area and allocates resources accordingly; determines needs of service (e.g., operational performance standards, quality assurance standards, staffing levels, liability concerns, etc.); coordinates work assignments between divisions and other agency departments; coordinates design and ordering of necessary forms, reports and documents; may serve as director in his/her absence.
  • Provides regular administrative direction to subordinate management staff regarding the administration, implementation, and changes of programs; disseminates and interprets directives, policies, procedures, and program changes; calls and coordinates meetings to assure proper interpretation and administration of relevant regulations, policies and procedures; maintains contact with representatives of Ohio Department of Job and Family Services (ODJFS) regarding associated directives.
  • Reviews, coordinates, and determines outcomes for personnel related issues (i.e., provides direction, coordinates workflow, approves leave requests, recruits, and interview and recommends hire of new employees; evaluates employee performance levels, promotions, transfers, and vacancies; recommends discipline and handles employee grievances issues and other related concerns; recommends pay rates); delegates authority to Section Heads and supervisors; meets with staff; responds to inquiries on agency matter.
  • Plans, monitors, reviews and approves fiscal activities for assigned sections; evaluates budget requests; manages operations within appropriated budget; manages special projects and keeps Director apprised of project progress and conclusion.
  • Conducts and attends meetings; serves on committees and boards; disseminates information; meets with and coordinates activities with outside agencies, organizations, boards, community agencies, etc.; responds to inquiries from individuals and clients; provides interpretation; prepares interoffice communication; examines and evaluates appropriate monthly and annual reports; prepares and maintains records, reports and correspondence; attends conferences and seminars; represents director at meetings and conferences; performs other duties and special projects as assigned.

REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION):
  • Bachelor’s degree in Social Work, Psychology, Special Education, Therapeutic Recreation, Sociology, Criminal Justice, Human Services (including a clinical practicum of at least one (1) year), Mental Health Counseling, Rehabilitation Counseling, Pastoral Counseling, Marriage and Family Therapy, Public Administration, Business Administration or other closely related field etc.) from an accredited college or university;
  • AND Seven (7) years administrative/managerial experience
KNOWLEDGE, SKILLS AND ABILITIES: (*Indicates can be developed after employment)
  • Knowledge of: agency policies and procedures*; management principles; government structure and process*; agency fiscal and personnel functions*; budgeting; public administration; social sciences; program planning, development and implementation; policy and procedure development and implementation; complex administrative practices; supervisory practices; work force planning; public relations; human relations; personnel practices; social welfare issues; state and federal laws governing welfare services and operation; Ohio Civil Service and collective bargaining laws and procedures; labor relations process; public relations; employee training and development; current computer operation.
  • Ability to: deal with many variables and determine specific action (e.g., research, production); resolve a wide range of problems; carry out complex assignments, operations and procedures; supervise, delegate and monitor the work of different supervisors; give technical advice to subordinates; coordinate programs; prepare and deliver speeches before specialized audiences and general public; use statistical analysis; develop complex reports and position papers; gather, collate, and classify information about data, people, or things; resolve complaints from angry citizens and government officials; exercise sound judgment; handle sensitive inquiries from and contacts with officials and general public; work effectively with diverse groups; develop and maintain effective working relationships; motivate team to develop innovative ideas resolving agency issues.
  • Skill In: leadership; organization; planning; oral communication; supervising; management; data interpretations; delegating; communications; operation of computer.
AGENCY-PREFERRED QUALIFICATIONS:
  • Master’s degree in public administration, Business or Social Work
  • Experience managing the operations of an organization, agency, program or operational area and assisting in developing and implementing policies, programs, laws, rules and/or regulations; thorough knowledge of social programs related to Economic Sustainability.
PHYSICAL and/or MENTAL REQUIREMENTS:
  • Working at a computer extensively for eight (8) hours or more per day
  • Remain in a stationary position for extended periods of time
POSITIONS SUPERVISED:
  • Direct supervision over assigned Human Services Managers, JFS Program Directors
BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:
  • State Automated Child Welfare Information System (SACWIS)
  • State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
  • Ohio Bureau of Criminal Identification Investigation (BCI)
  • FBI
  • National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
