The Social Worker position is designed to provide comprehensive resident support for both the Public Housing and Section 8 programs. The position will provide short-term case management, supportive services, and referrals to residents experiencing needs related to budgeting, mental health, social and familial concerns, housekeeping, and other areas identified by HCHA staff, the Grand Island Police Department, or other community service agencies. The Social Worker will conduct comprehensive needs assessments with participants to identify immediate needs, strengths, and barriers, while providing coaching and guidance to establish achievable long-term goals. This may include goals related to education, career development, financial stability, housing stability, and overall self-sufficiency. The Social Worker will connect residents with appropriate community resources and assist them in developing action plans to support progress toward their identified goals. In addition, the Social Worker will serve as the Hall County Housing Authority’s (HCHA) community outreach representative and will be responsible for developing and maintaining positive relationships with community partners, service providers, and local organizations. This will include attending community and social functions, including regularly scheduled Continuum of Care meetings and other regional meetings and events that support the needs of HCHA residents. This position will be asked to work closely with the Hall County Housing Authority Police Officer and management staff to assist with problem residents who have underlying social issues. Finally, Social Worker will be responsible for monitoring and administering the Community Service provision for the Public Housing program. This includes maintaining detailed records, tracking participant progress, and ensuring ongoing compliance with program requirements. The Social Worker will also ensure that participants complete their annual recertification requirements and will promptly report any deficiencies or non-compliance issues to the Property Manager.

EXAMPLES OF WORK

· Assist with public education and public relations efforts on behalf of HCHA by speaking at community events or coordinating with appropriate HCHA staff to provide presentations.

· Represent the Hall County Housing Authority at community functions and other events that promote the organization’s mission, enhance its public image, and strengthen relationships within the community.

· Assist residents in organizing activities, identifying community needs, and developing initiatives that support resident well-being while furthering HCHA’s organizational goals. This can include organizing events, entertainment and enhancing the overall quality of life for residents

· Serve as the activity coordinator for Public Housing residents, working to encourage resident participation and develop an active, constructive resident community through facilitating the HCHA Resident Advisory Board by having regular meetings to provide opportunities for residents to communicate their concerns, ideas, and recommendations.

· Responsible for preparing and coordinating a quarterly newsletter for Public Housing residents and Voucher participants. The newsletter will provide residents with information regarding HCHA programs and services, upcoming activities and events, community resources, important housing-related information, and other relevant updates.

· Serve as a resource broker for residents by identifying and connecting them with appropriate community organizations, agencies, and service providers that can address their specific needs and concerns.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

Master’s degree in social work

Experience in the Social Work field for at least 5 years

Currently have established working relationships with Grand Island social service community and Continuum of Care network

Ability to read, understand, apply HUD & HCHA rules, policies, procedures, & instructions

Self-starter who needs little oversight and can work independently

Ability to counsel low-income participants

Ability to establish and maintain effective working relationships

Ability to interact tactfully and courteously

Ability to work alone or with a group to solve complicated social type problems

Ability to communicate effectively to provide clear, accurate, & informative information

Ability to use sound judgment in order to make decisions in accordance with procedures

MINIMUM QUALIFICATIONS

Bachelor’s degree in social work or equivalent experience

Strong knowledge of the principles and practices of social work

Knowledge of the principles of communication

Skilled in communicating orally and in writing

Skilled in analyzing situations in order to identify problems and offer possible solutions

Knowledge of Grand Island community and care network

Knowledge of HUD and local housing authority regulations, policies, and procedures

Knowledge of Public Housing and Housing Choice Voucher ProgramNATURE OF WORK
