Housing Choice Voucher Specialist

NOTE: This position will work in the Hastings Housing Authority office located in Hastings, NE

NATURE OF WORK

The HCV Specialist will work under the general supervision of the HCV Coordinator. The HCV Specialist is responsible for the day-to-day operations of the Housing Choice Voucher Program in Hastings. This includes but is not limited to interim and annual recertification paperwork and processing, assisting with the HCV waiting list, enforcing the rules and regulations as required by the Department of Housing & Urban Development (HUD) in the HCV Program and educating landlords and clients about the HCV Program. This position will work with the HCV Coordinator to ensure that landlord payments are sent timely, the HAB database is being used properly to record accurate client information, and this person will utilize various program tools such as Screening Reports, NFOCUS, EIV, etc. to meet program policy and procedure. The HCV Specialist will be responsible for current clients and all day-to-day program responsibilities associated with the Hastings Housing Authority caseload. If necessary, the HCV Coordinator may provide some case management assistance as determined by the Executive Director. The HCV Specialist will share a client load of approximately 350 tenant-based voucher holders and is responsible for always keeping the program at or near the capacity of this number (unless directed otherwise). The HCV Specialist will work also closely with the HCV contracted inspector and local landlords. Emergency or special inspections may be required on rare occasion, and it is possible that on rare occasion the HCV Specialist may be asked to assist their counterpart in the Hastings and/or Hall County Office. This position requires excellent time management skills, the ability to operate an agency vehicle, the ability to work independently as well as in a team and the ability to negotiate with landlords and clients.

EXAMPLES OF WORK

· Set up appointments with landlords and clients

· Determine inspection needs and schedule inspections with the Inspector

· Recertification appointments, verifications and data entry

· Answer technical questions regarding the HCV Program

· Work with the HCV Coordinator to maintain the HCV Waiting List

· Send verifications, monitor their return and analyze their contents

· Act on interim exam requests timely and accurately

· Post checks, send out mailings and other clerical duties as assigned by the HCV Administrator

· Perform day-to-day duties under the supervision of the Executive Director

· Perform all duties as required to utilize all the budget authority in the Housing Choice Voucher programs following all federal, state and local rules as required by the program

· Other tasks as assigned

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

· Two years of experience in low rent housing or related field or related undergraduate education

· Ability to interact tactfully and courteously with tenants, landlords, vendors and the general public

· General knowledge of the Landlord / Tenant state law, local housing codes, applicable HUD rules and Regulations and HCHA policies and procedures

· Knowledge of computer software systems used by HCHA

· Ability to communicate and educate tenants and the general public about Housing Programs

· Excellent time management skills

· Excellent customer service skills

· Bi-Lingual (preferably Spanish)

MINIMUM QUALIFICATIONS

· High School Diploma or GED equivalent

· The ability to learn and comprehend the HCV Program

· Ability to learn & comprehend the Housing Choice Voucher Program, HUD regulations and local & State Laws

· Ability to work on a computer and use various software packages including MS Office and housing specific software (currently HAB)

· Current driver’s license issued by the State of Nebraska

· Ability to work well with clients and staff members

· Ability to maintain tenant and agency confidentiality

· Ability to interview applicants and tenants and extract necessary information to meet HUD requirements
