Position Summary
The Finance Manager is responsible for the integrity, accuracy, and timely reporting of Habitat for Humanity York County’s financial position. This is a leadership role that manages core accounting activities while serving as a strategic partner to the Executive Director, leadership team, Finance Committee, and Board Treasurer. The Finance Manager safeguards organizational assets, strengthens financial systems and internal controls, supports sound decisions about homebuilding, growth initiatives, and other programs, and oversees assigned human-resources and benefits administration.
The Finance Manager works collaboratively across departments and with Board leaders, lenders, auditors, and other professional partners.

1. Financial Operations and Reporting
- Direct and maintain the organization’s accounting operations, including the general ledger, accounts payable, accounts receivable, payroll, cash receipts, and month-end and year-end closing processes.
- Perform or oversee monthly bank reconciliations, ReStore point-of-sale reconciliation, donor-management-system reconciliation, and other subsidiary-ledger reconciliations.
- Prepare accurate, monthly and annual financial statements, budget-to-actual reports, cash-flow analysis, dashboards, and restricted and Board-designated fund reports.
- Process bi-weekly payroll and related payroll tax and benefit contributions; ensure all information is recorded in financial reporting system.
- Manage accounts payable processes, including payment and check issuance, corporate credit card administration, and related approval and financial controls.
- Prepare materials for and participate in monthly Finance Committee meetings; coordinate closely with the Board Treasurer and present financial information to the Board as requested.
- Maintain the chart of accounts, accounting procedures, schedules, and supporting records in accordance with generally accepted accounting principles and nonprofit accounting requirements.
- Review and assist in preparation of monthly KPI dashboards prepared by Department heads.
2. Budgeting, Forecasting, and Strategic Decision Support
- Lead the annual organizational budget process in partnership with the Executive Director and department managers.
- Monitor financial performance against budget, explain significant variances, and recommend corrective action when results differ from plan.
- Maintain rolling cash-flow forecasts and financial projections to support operational continuity and organizational planning.
- Develop financial models and scenario analyses for staffing decisions, new programs, major purchases, capital investments, and changes in revenue or government funding.
- Translate financial information into clear recommendations for leaders and Board members, identifying emerging risks and opportunities.
- Help department managers understand their budgets, financial results, and responsibilities.
3. Homebuilding, Real Estate, Mortgages, and Program Finance
- Evaluate project feasibility and support go/no-go decisions by analyzing cash requirements, financing assumptions, timing risks, construction or home-sale delays, affordability, and long-term sustainability.
- Prepare monthly construction cost reports for the Executive Director, Construction Manager, and Build Committee, comparing actual costs with project budgets.
- Develop financial projections for proposed land purchases, subdivisions, homebuilding projects, and other program investments.
- In conjunction with the Construction Manager, develop and analyze project budgets. Present to Build Committee for approval.
- Record home sales and reconcile in-house mortgage, escrow, and related homeowner transactions in coordination with Program Manager.
- Participate in Build Committee meetings.
4. Grants, Restricted Funds, and Funder Compliance
- Collaborate with staff leaders to review the terms of grant agreements and assist in developing grant and project budgets before commitments are made.
- Prepare reimbursement requests and financial reports for private, municipal, state, and federal funders.
- Work with program and development staff to optimize the responsible use of grant funds and ensure that deadlines, restrictions, and reporting requirements are met.
- Maintain supporting documentation for grant monitoring, audits, and compliance reviews.
5. Internal Controls, Risk Management, and Compliance
- Design, document, implement, and periodically evaluate internal controls that safeguard cash, financial records, confidential employee information, systems, and other organizational assets.
- Maintain and annually review financial policies, approval authorities, fraud-prevention procedures, and segregation-of-duties practices; recommend and implement needed improvements.
- Monitor overall organizational compliance with applicable financial, state, and federal tax requirements, nonprofit licensing.
- Coordinate the organization’s financial and operational risk-management activities with the Executive Director, including insurance coverage, fraud risk, cybersecurity-related financial controls, and business continuity.
- Compile and submit information for general-liability and workers’ compensation policies and manage the annual workers’ compensation audit.
6. Audit, Tax, and Cash Management
- Lead preparation for the annual independent audit and serve as the primary staff liaison to external auditors.
- Prepare audit schedules and documentation, review draft financial statements and findings, and coordinate timely corrective action when needed.
- Monthly sales tax filing.
- Compile documentation for and prepare Form 990, Forms 1099, and other required filings.
- Manage banking relationships, lines of credit, cash transfers, and liquidity; work with the Treasurer to maximize investment earnings and monitor investments in accordance with Board policy and organizational cash needs.
- Support appropriate financial review of significant vendor agreements, non-construction contracts, and purchasing decisions.
7. Human Resources and Benefits Administration
- Coordinate assigned human-resources activities in partnership with the Executive Director.
- Administer employee status changes, separations, required state reporting, and enrollment or termination in health, dental, vision, retirement, and other benefit plans.
- Maintain confidential personnel, payroll, and benefit records in compliance with applicable requirements and established retention practices.
- Maintain an HR compliance calendar and coordinate with payroll providers, benefit brokers, retirement-plan administrators, insurers, and government agencies.
- Prepare annual analysis of compensation and benefits information to help Habitat York remain competitive within the local nonprofit market, present to Finance Committee for approval.
- Perform analysis of benefits and costs and present to Finance Committee annually. Present benefit information to staff and oversee open enrollment.
8. Systems, Procedures, and Organizational Continuity
- Maintain current written procedures and consistent record-retention, file-organization, access, backup, and confidentiality practices for essential finance, payroll, benefits, grant, mortgage, and reporting functions.
- Evaluate and improve the effective use and integration of QuickBooks, ReStore point-of-sale, donor, payroll, mortgage, and electronic filing systems.
- Coordinate and review the work of bookkeepers or other support personnel.
- Assist Executive Director in annual financial and statistical reporting for Habitat for Humanity International.
- Perform other related duties assigned by the Executive Director.
Required Qualifications
- Ten years of progressively responsible experience in accounting or financial management; nonprofit financial-management experience strongly preferred.
- Thorough working knowledge of generally accepted accounting principles; familiarity with nonprofit fund accounting, restricted funds, and grant compliance.
- Proficiency with QuickBooks and Microsoft Excel, with the ability to learn and improve connected financial and operational systems.
- Demonstrated ability to prepare budgets, cash-flow forecasts, financial models, variance analyses, and clear management and Board reports.
- Strong analytical, quantitative, problem-solving, organizational, and technical skills, with careful attention to accuracy and deadlines.
- Excellent written, verbal, and presentation skills, including the ability to explain financial information clearly to people without a finance background.
- Ability to exercise sound judgment, maintain confidentiality, uphold high ethical standards, and work effectively with employees, volunteers, homeowners, vendors, funders, Board, and committee members.
- Bachelor’s degree in accounting, finance, business administration, or a related field preferred; an equivalent combination of education and relevant experience will be considered.
Preferred Qualifications
- Experience with affordable housing, construction, real-estate development, mortgage accounting, or Habitat for Humanity operations.
- Experience administering municipal, state, federal, or foundation grants, including CDBG or similar funding.
- Experience supporting an independent audit, Form 990 preparation, a Board Finance Committee, and organizational risk-management activities.
- Experience with payroll, employee benefits, and human-resources administration.
- CPA, CMA, advanced degree, or other relevant professional credential is valued but not required.
