SUMMARY:
The Senior Project Controls Manager plays a critical leadership role in managing and integrating the full suite of project controls functions—cost control, scheduling, risk, performance reporting, and digital interface integration—across complex capital programs. This position ensures that project teams and executive stakeholders are equipped with accurate, timely, and actionable information to support strategic decisions. The successful candidate will drive transparency, governance, and predictive analytics across the lifecycle of infrastructure and vertical construction programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Cost Management
- Establish and maintain project and program-level cost control systems including budget development, change management, and earned value tracking.
- Review and approve cost forecasts, estimates, funding logs, and cash flow projections.
- Ensure alignment with funding agreements and financial reporting requirements.
- Lead monthly cost-to-complete reviews with project managers and finance teams.
Schedule Management
- Oversee the development and maintenance of baseline and forecast schedules using Primavera P6 or equivalent software.
- Monitor and analyze schedule progress, critical path trends, and resource loading.
- Interface with design and construction teams to assess impacts from scope changes or delays.
- Present schedule performance and mitigation strategies in executive meetings.
Reporting & Analytics
- Develop and manage standardized reporting frameworks including dashboards, heat maps, KPI scorecards, variance analysis, and executive summaries.
- Manage monthly reporting cycles, integrating cost, schedule, risk, and XBE compliance data into actionable insights.
- Ensure consistent reporting standards across all projects within the program.
- Translate complex data into executive-ready visuals and summaries.
Digital Systems & Interface Integration
- Serve as the key liaison for integrating project control systems with enterprise tools such as PMIS (PMWeb, Unifier, e-Builder), ERP, Power BI, and document control platforms.
- Lead the implementation and optimization of digital dashboards and business intelligence tools.
- Ensure that digital reporting interfaces provide real-time insights and drive informed decision-making.
- Collaborate with IT and data governance teams to ensure data integrity and interoperability.
Risk & Change Management
- Establish project risk registers and lead mitigation strategy development in coordination with stakeholders.
- Monitor and control change order workflows; quantify and document cost and schedule impacts.
- Facilitate change control board meetings and support governance adherence.
Leadership & Stakeholder Engagement
- Supervise and mentor project controls staff including cost engineers, schedulers, and reporting analysts.
- Interface regularly with client representatives, executive teams, and contractors.
- Lead presentations and reporting for monthly executive review meetings and steering committees.
Required Qualifications:
- Bachelor’s degree in Engineering, Construction Management, Finance, or related field. Master’s degree preferred.
- Minimum 10–15 years of experience in project controls for large capital programs.
- Proven expertise in Primavera P6, Power BI, Excel (advanced), and PMIS tools (e.g., Unifier, e-Builder).
- Demonstrated experience developing dashboards and digital reporting frameworks.
- Deep knowledge of cost estimating, schedule analysis, and earned value management (EVM).
- Strong understanding of construction processes, procurement workflows, and risk management.
Preferred Qualifications:
- PMP, CCP, PSP, or other relevant industry certification.
- Experience on public sector or aviation/transit infrastructure projects.
- Experience working in CMAR, Design-Build, or Program Management delivery environments.
- Knowledge of data visualization, SQL queries, or APIs to enhance reporting tools.
