Senior Leadership Development & Executive Management Consultant

Client: Town of Leesburg, Virginia Location: Leesburg, Virginia, USA Work arrangement: Hybrid, with required in-person collaboration and staff interviews. No more than 50% of these interactions may take place through teleconferencing. We are seeking an experienced Senior Leadership Development and Executive Management Consultant with extensive experience in local government operations, organizational assessment, strategic planning, executive coaching and workforce development.

The consultant will work with municipal leadership to evaluate organizational effectiveness, improve operational efficiency, strengthen leadership capabilities and develop actionable strategic and succession plans.

1. Organizational Assessment and Improvement

• Evaluate existing organizational structures, supervisory responsibilities and departmental staffing.

• Conduct organizational assessments, workflow analysis and process mapping.

• Identify operational inefficiencies, duplicated responsibilities and opportunities for cost savings.

• Recommend staffing and structural improvements based on population growth and service delivery requirements.

• Prepare an organizational assessment report and implementation roadmap.

2. Strategic Planning and Implementation

• Develop comprehensive organizational strategic plans.

• Facilitate strategic planning sessions and leadership retreats.

• Align organizational objectives with departmental budgets and long-term municipal priorities.

• Establish performance measurement and monitoring methods.

• Develop a written three-to-five-year organizational strategic plan.

3. Leadership Development and Executive Coaching

• Provide professional executive coaching to senior leadership.

• Conduct leadership development and training sessions for approximately 15–20 participants.

• Deliver quarterly team development and training sessions.

• Develop individual and departmental leadership development plans.

• Provide training in accountability, conflict management, communication, strategic thinking and change management.

4. Succession Planning and Workforce Development

• Identify critical leadership positions and organizational vulnerabilities.

• Develop leadership succession and continuity strategies.

• Establish knowledge-transfer and professional development recommendations.

• Prepare a written executive Succession and Leadership Plan.

5. Implementation and Performance Management

• Consolidate organizational recommendations into a comprehensive implementation plan.

• Develop a 12–18-month implementation roadmap.

• Identify responsible parties, implementation priorities and measurable milestones.

• Provide recommendations supporting continuous organizational improvement.

Required Qualifications

• Demonstrated expertise in organizational management, leadership development and organizational assessments.

• Significant experience managing and delivering local government services.

• Direct knowledge of local government operations in the Commonwealth of Virginia.

• Demonstrated ability to improve leadership effectiveness, organizational planning and internal communications.

• Experience in continuous process improvement, professional executive coaching and transitional leadership.

• Ability to develop strategic recommendations and implement organizational improvement initiatives.
