GENERAL SUMMARY:

This position, in coordination with the Director of QA and Training Operations, provides the principal technical auditing support for the Agency, assures the proper training of personnel on licensing and compliance issues, and assists in the drafting and implementation of updated compliance manuals for each region.

ESSENTIAL JOB FUNCTIONS:

Licensing Monitoring:
1. Review new licensing regulations to determine process changes necessary for the Agency. Prepare process change requirements and distribute to regions.
2. Assist regions with licensing issues. Identify and recommend areas of training needed based upon regional deficiencies and assure implementation.
3. Monitor and review the Louisiana Register for changes to the register, updates to programs and program related topics through published Notices of Intent, Emergency Rules and other rules. Maintain working knowledge of the licensing rules for each program to provide technical assistance and monitoring support and review to the various regions.
4. Monitor and review federal websites for changes in federal regulations that affect the programs operated by GCSS and advise regions of relevant changes.
5. Create and maintain a binder of licensing regulations, program rules, and other documents issued by the Louisiana Register or governing agencies to assure Agency compliance.
6. Create and/or recommend portions of a Licensing/Program manual for each program in the Agency, including relative correspondence received from governing agencies regarding program rules and implementation. Assist with compilation, writing, and reviewing manuals and distribute to regional offices.
7. Assure Agency compliance with all licensing requirements related to the operation of Agency business.
8. Recommend programmatic changes to assure compliance with licensing requirements.
Compliance Monitoring:
1. Assist with creation and implementation of Compliance Monitoring Plan by conducting scheduled and unscheduled program reviews in the regions. Determine any deficiencies in compliance and recommend implementation steps to correct deficiencies.
2. Assist in development and management of an Agency Operations Manual.
3. Research and create checklists for use in compliance reviews that address all regulatory requirements of a program.
4. Using independent judgment, prepare documentation that supports the review conducted and a narrative of review results.
5. Assist in oversight of Corrective Action Plans, review and track the plans submitted by regional offices for adequacy. Schedule and execute follow-up reviews.
6. Assist in oversight of Incident Reports, reviewing, tracking, and reporting. Review incident reports (critical or regular) and determine relevant information for incident description. Maintain a database and monitor for negative trends that require corrective action.
7. Review incident reports to ensure adequate corrective action is implemented by the QA/Training Department, Program Director, or supervisor.
8. Assist Director of QA and Training Operations with compliance reviews, including coordinating reviews.
9. Draft and create an annual report based on incident reports and complaints that identify negative trends and the Agency’s corrective action implemented to reverse such trends.
10. Assure compliance as it relates to state, federal, and accreditation requirements for providing services to consumers.
11. Notify Health Standards Section of any planned or unplanned deviation of days and hours of operation within the timeframe listed in LAC 50:5031.B.2.a.-b.
12. Notify Health Standards Section of any interruption in services or change in licensed location due to an emergency situation no later than the next business day.

HIPAA Compliance:

1. Monitor Office of Civil Rights website for updates and changes to the HIPAA rules and regulations. Draft and implement updated policies and procedures for the HIPAA manual based on updated regulations.
2. Issue revisions to the HIPAA manual in each region, as required.
3. Maintain the electronic HIPAA manual for the Agency.
4. Provide guidance to regions on proper information release procedures.
5. Using independent judgment, determine if HIPAA violations have occurred and notify Director of QA and Training Operations. Ensure corrective steps are taken.

Quality Enhancement:

1. Provide regions with technical guidance on preparation of QE plan and provide necessary assistance.
2. Conduct surveys for QE performance objectives.
3. Maintain QE files for each regional QE plan.
4. Draft and create annual QE reports for Agency by compiling information from each region and
develop a report that provides an overview of the effectiveness of our QE plan.

Training Duties:
1. Research and develop training classes.
2. Participate in training compliance reviews and provide a written summary report to the Director of QA and Training of the results.
3. Assist the Director of QA and Training with video or web based training sessions or recordings.
4. Collect and grade training class evaluations and competency exams for trainings conducted by the QA/Training Department. Review evaluations and competency exams to ensure adequacy of training. If any areas of the training need to be updated, ensure additional training is conducted or the training module is revised.
5. Conduct training sessions, as directed by the Director of QA and Training.
6. Assist the Director of QA and Training in the drafting and review of the Agency Training Manual. Make recommendations for updates and disseminate updated information to regional offices, when required.
OTHER RESPONSIBILITIES:
1. Responsible for creating and maintaining files for compliance reviews, state licensing audits, correspondence, licensing manuals, incident reports, HIPAA manual, program manuals, and other files to be retained by the Director of QA and Training Operations.
2. Assist in coordination of QA meetings and Safety Team Meetings. Prepare correspondence, and assist in creating and determining documents to be disseminated and discussed at meetings.
3. Participate in Agency meetings at the discretion of the Director of QA and Training Operations.
4. Prepare quarterly and annual training reports, and prepare materials and equipment for Agency training classes to be conducted in the regions.
5. Assist the Training Coordinator as directed by the Director of QA and Training Operations.
6. Serve and participate on a Human Rights committee as directed by the Director of QA and Training Operations.
7. Perform other work-related duties, as assigned.

Job Type: Full-time

Pay: $48,000.00 - $52,000.00 per year
