SUMMARY
The Director of Enterprise Systems role provides strategic and operational leadership for GBRA’s Information Technology (IT), Supervisory Control and Data Acquisition (SCADA), and Geographic Information Systems (GIS) teams within the IT Department. This role oversees the design, implementation, security, and performance of enterprise-wide technology systems that support both business operations and critical infrastructure.
The Director of Enterprise Systems ensures alignment of technology initiatives with the business objectives of GBRA. The Director manages cross-functional teams, promotes a resilient, secure, and innovative technology environment, providing administrative direction and support for daily operational activities of the IT Department. The Director will work closely with the Executive Manager of IT to assist in identifying, recommending, developing, and implementing enterprise technology solutions for GBRA.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Partner with leadership to develop long-term strategies for IT, SCADA, and GIS systems that support organizational growth, modernization, and operational resilience.
- Lead, mentor, and manage staff across IT infrastructure, enterprise applications, SCADA operations, and GIS services.
- Drive digital transformation initiatives and promote a culture of innovation, collaboration, and continuous improvement.
- Oversee the design, maintenance, availability, and performance of enterprise IT infrastructure, networks, servers, databases, and cloud services.
- Provide leadership for SCADA system operations, ensuring system reliability, cybersecurity, configuration integrity, and adherence to operational requirements.
- Guide the development, integration, and support of GIS technologies to enhance spatial analysis, asset management, and operational planning.
- Ensure proper lifecycle management of systems, including upgrades, patching, standards adoption, and documentation.
- Support cybersecurity teams in implementing enterprise security policies, operational technology (OT) security controls, and incident response processes.
- Maintain compliance with applicable industry standards, regulations, and best practices related to IT, SCADA, and GIS environments.
- Lead risk assessments for critical systems and develop mitigation plans to ensure system resilience and continuity.
- Manage enterprise-level technology initiatives, ensuring alignment with organizational priorities, budget, and timelines.
- Oversee cross-functional projects that involve IT, SCADA, or GIS components, ensuring effective coordination and communication.
- Evaluate and adopt new technologies that enhance operational efficiency and system capabilities.
- Develop and manage operational and capital budgets for IT, SCADA, and GIS business groups.
- Oversee vendor and consultant relationships, including contract negotiation, performance monitoring, and procurement planning.
- Identify cost-saving opportunities and ensure responsible stewardship of organizational resources.
- Serve as the primary leadership contact for enterprise systems, ensuring timely communication with the executives and department leaders.
- Translate technical concepts into business-focused discussions to support decision-making.
- Work across departments to improve service delivery, streamline workflows, and enhance data-driven decision-making.
- Perform other duties as assigned.
Requirements
KNOWLEDGE/SKILLS/ABILITIES
- Strong understanding of IT infrastructure, networking, cloud services, cybersecurity, and enterprise applications.
- Knowledge of SCADA systems, industrial control system (ICS) architecture, and OT cybersecurity principles.
- Proficiency in GIS platforms and spatial data management techniques.
- Demonstrated strength in leadership, team management, strategic planning, and change management.
- Excellent communication, collaboration, and stakeholder-engagement skills.
- Ability to manage complex projects, budgets, and competing priorities.
- Ability to communicate effectively technical subjects to internal and external customers.
EDUCATION/CERTIFICATIONS
Bachelor’s degree in Information Technology, Computer Science, Engineering, GIS, or a related field required. Equivalent degrees, certifications and direct related experience will be considered.
Valid Texas Driver’s License with acceptable MVR
EXPERIENCE
- 8–10 years of progressive experience in IT, SCADA/OT, GIS, or enterprise systems operations.
- At least 5 years of supervisory or leadership experience.
- Experience in operationally critical environments (utility, water/wastewater, energy) is highly desirable.
