Position Summary
The Government Contracts Manager is responsible for administering GSMS’s federal pharmaceutical contracts with agencies including the U.S. Department of Veterans Affairs (VA) and the Defense Logistics Agency (DLA). This role serves as the primary day-to-day contact for government contracting personnel and ensures GSMS meets all contractual obligations while supporting the company’s broader business objectives.
The position requires a highly organized, self-directed professional who can independently manage a large portfolio of contracts, coordinate across internal teams, and consistently meet deadlines. The role also requires sound business judgment and professionalism when communicating with government customers, particularly when responding to pricing inquiries, bid questions, and contract performance matters.
Working closely with Business Development, the VP of Pricing and Commercial Strategy, and other cross-functional teams, the Government Contracts Manager supports proposal submissions, contract renewals, compliance monitoring, and internal reporting on the revenue and gross profit impact of contract awards or losses. While the role may assist in discussions with government contracting personnel, contract strategy and pricing decisions are established by internal leadership.

The hiring range for this position in Camarillo, CA is $85,000 to $120,000 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills and experience among other factors. A bonus may be provided as part of the compensation package, in addition to a full range of other health and welfare benefits.

Essential Functions And Responsibilities
- Independently manage the administration and lifecycle of approximately 80 federal government pharmaceutical contracts, primarily 5-year sole-source VA and DLA National Contracts
- Serve as the primary day-to-day contact for government contracting personnel and maintain professional working relationships with agency contracting offices
- Proactively coordinate with internal teams to ensure compliance with contract requirements, pricing terms, and operational obligations
- Review government solicitations and coordinate the preparation and timely submission of bid proposals
- Track and communicate proposal deadlines, contract milestones, and key deliverables while ensuring internal stakeholders remain aligned
- Prepare and submit contract actions including product additions, price changes, removals, and administrative updates
- Respond to customer inquiries and challenges regarding contract pricing by coordinating internally with pricing and business teams and communicating responses professionally and accurately
- Exercise sound business judgment in communications with government customers while supporting the company’s contractual and commercial objectives
- Support internal leadership during contract discussions or negotiations with government contracting personnel
- Prepare in advance for upcoming contract renewals by coordinating with internal teams to review contract performance and pricing considerations
- Review and process contract amendments, modifications, and performance issues including failure-to-supply claims
- Maintain organized contract documentation, internal trackers, and reporting tools, monitor CPARS and DLA’s DIBBS system, and communicate contract activity, awards, losses, and associated revenue and gross profit impact internally
- Bachelor’s or Master’s degree and at least 2 years of experience in government or commercial contracting, pricing, project management, account management, sales operations, or related fields, or,
- Associate’s degree and 5 years of relevant experience in contracting, pricing, project management, account management, or related operational roles, or
- High school diploma or GED and 10 years of relevant professional experience.
