Organizational Structure, Human Resource Management & People Development
- Plan and manage HR activities, organizational structure, and workforce planning.
- Recruit, onboard, train, and coach employees to ensure a capable and high-performing workforce.
- Standardize training frameworks and continuously enhance the capabilities of the HR team.
- Lead performance management, employee classification, succession planning, and talent pipeline development.
Financial Management
- Develop HR budgeting assumptions and principles.
- Review HR-related costs and propose cost optimization initiatives.
- Prepare detailed HR budgets and coordinate with relevant departments.
- Monitor actual HR expenses against approved budgets and recommend necessary adjustments.
HR Planning & System Management
- Develop and implement quarterly and annual HR plans aligned with business objectives.
- Design, deploy, and continuously improve HR systems, policies, and operational tools.
- Prepare execution roadmaps for HR initiatives and programs.
- Track implementation progress and prepare periodic reports on HR action plans.
Professional Responsibilities
1.Strategic HR Business Partner (HRBP) & Policy Development
- Act as a strategic HR Business Partner for assigned functions/departments in alignment with company strategy.
- Manage and resolve labor relations and employee relations issues.
- Research, develop, and implement HR policies, procedures, and processes supporting business growth.
2.HR Service Delivery
- Deliver and oversee HR services for assigned functions, including:
- Employee lifecycle management (labor contracts, timekeeping, resignations, etc.)
- Salary reviews, promotions, transfers, and terminations
- Employee relations case management
- Maintain and control HR data, including:
- Headcount management in line with approved organizational structures
- HR system data administration (e.g., SAP / HRIS)
- HR reporting and analytics
3.Payroll, Compensation & Benefits
- Monitor HR budget execution and compensation costs.
- Oversee payroll processing, bonus payments, and employee benefits.
- Ensure accurate personal income tax calculations, finalization, and reporting.
- Manage social insurance registration, compliance, and employee benefit entitlements.
4.Labor Law Compliance
- Ensure all labor-related documents and practices comply with applicable labor laws and regulations.
- Support and oversee Trade Union and employee representative activities.
- Conduct compliance audits and implement corrective actions where required.
Requirements
- Bachelor’s degree or higher in Human Resources Management, Economics, Business Administration, Law, or related fields
- Minimum 10 years of HR experience, including at least 3 years in a Head of HR / HR Manager role at a company of comparable size.
- Experience in Ride Hailing or Transportation industries is highly preferred.
- Proven ability to build teams, manage operations, and drive performance outcomes.
- High integrity and strong sense of ownership.
- Decisive, agile, and results‑driven mindset.
- Willingness to take on challenges and continuously raise performance standards.
- Strong foundation in HR management principles, frameworks, and operating models.
- In-depth knowledge of Labor Law, PIT, Social Insurance, and related regulations.
- Solid understanding of business operations, industry dynamics, and growth strategies.
- High adaptability in fast-changing environments.
