Duties

The Executive serves as the Deputy Assistant Commissioner of Acquisition Operations, Office of Centralized Acquisition Services (OCAS), within the Federal Acquisition Service (FAS), of the U.S. General Services Administration (GSA).

The Deputy Assistant Commissioner serves as the principal acquisitions advisor to the Assistant Commissioner of OCAS. This role is instrumental in advancing the organization’s vision and objectives in alignment with the priorities of OCAS, FAS and GSA. The acquisitions managed by OCAS are government-wide in scope, significantly impacting management programs and the delivery of common goods and services across federal agencies. This position reports directly to the Assistant Commissioner for Centralized Acquisition Services, who oversees the planning and management of domestic acquisition programs for federal stakeholder agencies.

Additionally, the Deputy Assistant Commissioner performs the following:

  • When necessary, assumes delegated authority of Head of Contracting Authority (HCA) functions, as delegated by the OCAS AC who is the HCA.
  • Oversees and directs to ensure alignment with broad key functions, phases of efficient acquisitions and the and day to day acquisition operations of OCAS Acquisition Service Center directors and staff.
  • Advocates OCAS vision and mission to external groups including government-wide agencies and senior leaders, as well as industry partners.
  • Builds coalitions and markets and develops an expansive high, executive level network within both government and industry.
  • Provides overall recommendations for the management of human, financial, material resources in support of OCAS goals and objectives. Serves as principal advocate for OCAS Acquisition Operations. Oversees and manages the preparation of annual acquisition business plans outlining program objectives, strategies, goals, and resource requirements.
  • Directs functions and supports the OCAS Assistant Commissioner with focusing on critical priorities such as national security, economic strength and public protection.
  • Exercises oversight to ensure full compliance with relevant laws, guidance regulations, legislative mandates and requirements.
  • Provides broad direction and oversees high level acquisition operations initiatives and major acquisition programs within OCAS to ensure best value (cost, quality and service) for the government and taxpayers.
  • Provides high level briefings to the OCAS Assistant Commissioner on management and administrative issues and problems; may perform this in conjunction with other program/staff heads. Also prepares briefings for and actively participates in meetings held by the Assistant Commissioner and other key officials at which decisions regarding broad programming, planning, guidance matters, and issues are made.
  • Enhances and provides broad oversight of the human capital assets of the organization.
    • Evaluates and ensures the effectiveness in the implementation of improvements to the overall OCAS organizational structure and position structure.
    • Oversees actions to ensure the effective evaluation and analysis of the organization's personnel alignment and operational structure relative to the accomplishment of program goals and objectives.
    • Makes recommendations to senior management to maximize organizational efficiency.

OTHER CONDITIONS OF EMPLOYMENT:

  • This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • Veteran's preference does not apply to positions in the Senior Executive Service.


Qualifications

All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:

  • Demonstrated ability to lead and fully manage an acquisition solutions organization. Prior experience must include oversight of development and implementation, and activities necessary to operate a successful acquisition operations program including the development of overall goals, objectives, long-range plans, and financial and human resource management.
  • Demonstrated expert knowledge of the laws, regulations, and policies governing Federal acquisition.

  • Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

NOTICE REGARDING SALARY: GSA has established Pay Tiers within the Governmentwide SES pay band and categorized each SES position in the agency into one of three tiers. This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier II SES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.
