As a Technical SME & Solutions Architect, you will serve as a senior subject matter expert and solutions architect for IT products & services, including software, cloud, artificial intelligence, hardware, data center, security operations, network operations, and infrastructure management.
Location of position: FAS -Office of Acquisition Solutions Development - Office of Category Management.

The GS-14 salary range starts at $127,646per year and is dependent upon duty location.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is
- Experience providing technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues and developments;
- Experience facilitating and leading cross-functional teams that provide or support delivery of modern technology or digital product(s), platform(s), or service(s);
- Experience developing and managing program plans, monitoring activities through performance indicators, and facilitating resources to mitigate risks, making improvements and/or resolving unforeseen problems;
- Experience building and stewarding relationships and alignment with customers and/or stakeholders.
Responsibilities:
- Provides authoritative, expert advice to Federal Chief Information Officers (CIOs), customer program staff, and acquisition teams, directing the comprehensive strategy for IT infrastructure: specifically, application rationalization, enterprise architecture and design, full lifecycle implementation, and management of optimization planning processes. Leads government-wide initiatives by identifying critical opportunities for IT infrastructure consolidation and optimization and engineering robust, common solutions with broad federal impact. Supports strategic sourcing and cost savings initiatives such as the OneGov Strategy.
- Defines specific common performance measures for IT, including cloud services and other "as a service" models, service levels, and costs. Champions best practices and develops authoritative guidance for transition plans within or across agencies. May be assigned to lead a project as a team lead.
- Performs needs analysis to define opportunities for new or improved IT business process solutions and consults with senior management officials to identify specific requirements. Conducts feasibility studies and develops business cases for new solution applications and develops cost estimates for new or modified services.
- Researches, reviews, recommends, and prepares requests for proposals for future IT procurement initiatives. Leads in the development of technical evaluation factors for future IT procurement initiatives. Leads in designing, planning, and conducting technical evaluations of proposals for IT procurement initiatives. Establishes robust methods and procedures to effectively assess and track contractor effectiveness in compliance with contractual requirements and program objectives.
- Leads and directs the development of technical specifications for highly complex Statements of Work (SOWs) and serves as a definitive technical expert during the evaluation and analysis of submitted proposals for major federal IT acquisitions. Initiates and directs comprehensive market research and technological foresight activities on a wide range of critical IT infrastructure services and solutions. This research is used to establish definitive technology roadmaps and provide expert recommendations that influence major product and service offering decisions by agency program managers.
