Job Duties and Responsibilities:General Section 106 Support. Provide technical review and technical support as a master-level SME involving federal undertakings (MRARs; disposals; MILCONs, M&R etc.) that require (a) SHPO coordination and consultation (approx. 25 per year). (b) Mitigate adverse effect determinations, (c) Act as SR technical resource/ reference for briefings to 88th RD Leadership, and (d) Technial QC and mentoring to CR team members. Reference Section 4.2 in ICRMPs).Section 110 Expertise. Architectural surveys (Section 110); conduct technical reviews of Section 110 deliverables from vendors/USACE, draft consultation to SHPO for draft report submissions and seek their concurrence on findings, provide technical comments on reports and council leadership for buildings that are recommended eligible for listing on the NRHP. Conduct Section 110 Architectural field inventory and surveys in-house as needed, and as outlined within the 2026-203 ICRMPs (Section 4.3; and priorities in Tables 4-2). General Cultural Resources Compliance Support. Provide technical review and technical support as a master-level SME involving (a)cultural resources surveys (Archaeological and Architectural), Surveys Review of vendor deliverables. (b) Curation of artifacts; Curation facility MOU review/ development, (c) Historic Building Management, (d) SHPO/THPO consultations, (e) Act as SR technical resource/reference for briefings to 88th RD Leadership, and (f) Technical QC and mentoring to CR team members. Reference ICRMP SOPs 1-6.In-House NHPA Compliance Expertise. Provide the following technical support. Archaeological Surveys: Conduct technical reviews, coordinate with SHPO and federally recognized Tribes on submission and concurrence of findings. Historic Buildings and Historic Building Management Plan Updates: Update HBMPs accordingly, use updates as a training tool for other CR team members if possible. Assist in scope writing if work to be outsourced; update the HBMP in-house, if warranted. Develop new HBMPs for future properties if determined eligible. Provide methods and procedures to preserve historic buildings, monuments, and landscapes in accordance with Secretary of Interior Standards and Guidelines.Section 106 Consultations: Review proposed undertakings, assess effects, and prepare the required section 106 documentation, including a transmittal letter, maps, and supporting Section 110 archaeological and architectural surveys for consultation with the SHPO and federally recognized Tribes that are culturally affiliated with the location of managed lands (Tribes), and other consulting/interested parties. Mitigation: For undertakings that result in adverse effects, draft consultation letters (SHPO, NPS, Tribes, ACHP, and other interested parties) for leadership approval to resolve adverse effects, develop mitigation strategies, draft MOA’s, and implement approved mitigation strategies. Conduct technical reviews for outsourced mitigation deliverables. Conduct In-house development of mitigation, such as HABS/HAER development; interpretive signage; education materials; etc. Ref: ICRMP SOP 6. NAGPRA Compliance. Provide QAQC for NAGPRA collections summary letters and other consultations with federally recognized tribes that are prepared by other CR team members (ICRMP section 5.2.5). Minimum Requirements And QualificationsMust meet one of the following qualifications:A Bachelor’s degree directly related to the type of work of the position;Eight years’ experience directly related to the type of work of the position.Preference will be given to those individuals with understanding and experience with U.S. Army Reserve Centers and administrative hierarchy within.Must have familiarity with the Microsoft Suite.Must receive favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67, to access to military facilitiesMust be a U.S Citizen Must possess a valid Driver’s LicenseMust pass a pre-employment drug screening Must have reliable transportationMust have ability to work independently with little to no supervisionPrior Military experience is a plusPhysical Requirements And Environmental ConditionsWork may involve sitting or standing for extended periods of time. Position requires typing and reading from a computer screen. Must have sufficient mobility to include but not limited to walking, standing, climbing, bending, reaching, turning, kneeling, crouching, or crawling to complete daily duties in a timely and efficient manner. There is a possibility that, due to parking availability and location of work, walking moderate to long distances may be required. Must be able to lift, move, and transport items frequently over 10 pounds, occasionally up to 25 pounds.Work is generally conducted in an inside environment, but may also involve some outside work, depending on the task. The inside environment may be in an office or cubicle with close quarters, with low to moderate noise, and bright or dim lighting. While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. Outside work may include various environmental conditions including hot and cold climates. The noise level in the work environment and job sites can be loud. Salary : $75,000 - $85,000
