Greene County Government is seeking qualified applicants for the position of Disaster Recovery Engineering Project Manager. This position serves as the County Mayor's lead project manager for disaster recovery and infrastructure improvement initiatives and is responsible for coordinating grant-funded projects with federal, state, local, and private partners. This grant-funded position will provide project management and engineering leadership for disaster recovery, recreation infrastructure, and public access improvement projects throughout Greene County, including areas adjoining and impacting the Cherokee National Forest.

Salary Range: $80,000 - $120,000 annually, depending on qualifications and experience.

Position Type: Full-Time, Grant-Funded, Term-Limited

Funding Term: This position is funded through a grant agreement and is established as a full-time, grant-funded position with a not-to-exceed (NTE) term of five (5) years from the date of hire. Continued employment is contingent upon funding availability, satisfactory job performance, compliance with grant requirements, and the operational needs of Greene County. Nothing contained herein shall be construed as creating an expectation of employment beyond the authorized funding period.

Position Summary

The Disaster Recovery Engineering Project Manager is responsible for overseeing multiple infrastructure, recreation, and disaster recovery projects from planning and design through construction and project closeout. The position serves as both a project manager and technical engineering resource, coordinating with federal agencies—including the USDA Forest Service—state and local governments, consultants, contractors, and community stakeholders to ensure the successful delivery of projects that improve public infrastructure, recreational assets, and access to the Cherokee National Forest and surrounding communities.

Minimum Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, Landscape Architecture, Natural Resources, or a closely related field.
  • Five (5) years or more of progressively responsible project management or engineering experience involving public infrastructure, recreation facilities, construction, or disaster recovery projects.
  • Experience managing consultant, construction, and professional service contracts.
  • Experience with drainage systems, site development, roads, trails, bridges, or public facilities.
  • Experience using GIS and AutoCAD in a professional setting.

Preferred Qualifications

  • Professional Engineer (PE) License.
  • Project Management Professional (PMP) certification.
  • Experience with FEMA, FHWA, USDA Forest Service, or other federally funded infrastructure programs.
  • Knowledge of environmental compliance requirements, including NEPA, SHPO, ESA, ARAP, and related permitting processes.
