The position located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Greater Los Angeles Healthcare System (VAGLAHS), a complexity level facility. The primary purpose of the position is to perform the duties of a Working Leader who, as a regular and recurring part of their job and on a substantially full time and continuing basis, lead three or more workers.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Troubleshooting (Electrical)


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Make repairs and installations from ladders, scaffolding, platforms, man lifts, and other hard-to-reach places. This requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Frequently lifts and carries tools, equipment, and parts weighing up to 20 pounds and, less often, up to 40 pounds. Occasionally lifts or moves with assistance, moderately heavy objects weighing more than 40 pounds

Responsibilities:

  • Install, modify, overhaul, maintain, troubleshoot, and repair complex electronics equipment of numerous complex integral components.
  • Maintain, test, and repair directional finding systems.
  • Maintain, test, and repair systems consisting of RF monitor and test group equipment, high power amplifier units, frequency generation equipment, intermediate frequency link amplifier (IFLA) and low noise equipment, and tracking equipment such as demodulators, receiver controls and status panels, down converters, signal data translators, RF translators, antenna control panels, servo power supplies, and antenna position and status panels.
  • Maintain, repair, install and make operational checks on a variety of complex equipment and complete systems.
  • Conduct training sessions designed to update, improve, or upgrade the knowledge and skills of others.
  • Select, modify , and use various instructional methods and techniques.
  • Obtain textbooks, magazines, bulletins, charts, educational and instructional media, directives, and other training materials for use during training sessions, and developing training materials as needed.
  • Show others proper trade techniques and practices, and explaining safety precautions to be followed in setting up machinery and equipment, and giving instruction in the use of layout techniques, power tools, materials, measuring devices, precision instruments, and safety devices.
  • Make class and outside work assignments consistent with daily lesson plans, scheduling practical exercises to accommodate time limitations, and monitoring class work to ascertain progress.
  • Evaluate the progress of workers in terms of such factors as interest, cooperation, assimilation of basic fundamental and theory, and practical application of work methods.
  • Relay work instructions received from supervisor to unit workers (Electronic Mechanics (WG-2604-11) and Electricians (WG-2805-10/11).
  • Coordinate with supervisor to ensure proper, current technical data are available.
  • Arrange for required plans, blueprints, materials, tools, and needed stock is obtained from supply locations.
  • Monitor use of parts, components, and new materials for proper application and handling.
  • Enforce safety rules and procedures are follows to maintain a safe and clean work environment.
