Essential Job Functions:
The Talent Acquisition Specialist is responsible for leading and executing the end-to-end recruitment process for all positions across the civil construction business- including project management site supervision, technical, and support functions. This role requires a strategic thinker with a strong understanding of the construction industry’s manpower dynamics, capable of sourcing, engaging, and onboarding high-quality talent to meet project and corporate objectives.
Key Responsibilities:
Recruitment Planning & Strategy
- Partner with directors, construction managers, and business heads to identify workforce requirements for ongoing and upcoming projects.
- Develop and implement recruitment strategies and workforce plans aligned with project timelines and budgets.
- Prepare and maintain recruitment dashboards, reports, and hiring analytics to support strategic decision-making.
- Support Human Resource management with forecasting future manpower needs and maintain an updated talent pipeline for critical and high demand roles.
Sourcing & Talen Engagement
- Source top talent using a variety of channels, including LinkedIn Recruiter, job boards, professional networking and internal databases.
- Build and manage relationships with technical instates, universities, and trade schools to attract emerging talent.
- Proactively engage with passive candidates and build long-term professional relationships.
- Collaborate with Marketing department to create compelling job postings and recruitment materials that highlight the company’s employer brand.
Recruitment Execution
- Manage the full recruitment life cycle: job posting, sourcing, screening, interviewing, selection, offer negotiation, and onboarding.
- Conduct initial HR interviews to assess candidates’ suitability, experience, and cultural fit.
- Coordinate technical interviews and skill assessments with hiring managers.
- Prepare offer letters and onboarding documentation in line with company policies.
- Ensure timely mobilization of selected candidates to project sites and offices.
Employer Branding & Candidate Experience
- Champion the company’s employer value proposition (EVP) to attract high-quality candidate
- Represent the company at career fairs, trade shows and industry events.
- Ensure every candidate receives positive, professional experience throughout the recruitment process.
- Utilize social media and digital channels to promote company culture, achievements, and career opportunities.
Compliance & Reporting
- Ensure all recruitment processes adhere to labor laws, safety regulations, and internal HR policies.
- Maintain accurate and up-to-date candidate records in the Applicant Tracking System (ATS) or HRIS
- Track key requirements metrics such as time-to-fill, cost-per-hire, source effective, and retention rate.
- Support internal and client audits by maintaining complete recruitment documentation.
Stakeholder Management
- Act as a trusted advisor to hiring managers with providing hiring best practices.
- Work closely with Human Resource Management to ensure alignment of recruitment goals with business needs.
- Undertake additional responsibilities as required to support organizational goals.
Job Qualifications/ Requirements
- Bachelor's degree in Human Resource, Business Administration, or a related field is preferred.
- 3-5 years of recruitment experience with emphasis in recruiting for civil construction preferred.
- Deep understanding of construction roles, site operation, and project-based manpower requirements.
- Experience handling both white-collar and blue-collar hiring.
- Proficiency in Microsoft Office, Applicant Tracking Systems (ATS) and sourcing tools (LinkedIn, Job Portals)
- Experience with ADP Workforce Now is a plus.
- Excellent verbal and written communication skills
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Ability to deal sensitively with confidential material
- Ability to visit job sites as needed
- Capable of working a flexible schedule
- Wear Personal Protective Equipment (PPE) on all job sites as required
- Ability to obtain an Arsenal and FBI badge
- Physically able to stand, walk, sit, crouch, kneel, climb, and periodically lift 25 pounds
- Able to pass a pre-employment drug screen
